Title

Report of CCOC Sister Cities Grant Subcommittee - 2005 Final Report & Recommendations for 2005 Sister City Grant Program.

Body

Common Council President Brenda Konkel appointed three members to the CCOC Sister Cities Grant Review Subcommittee for the 2005 grant process - Ald. Brian Benford, Ald. Paul Van Rooy and Ald. Jean MacCubbin (chair).  The subcommittee has two charges this year; the annual grant review and recommendations, and developing a process for creating future "sistering" relations.

The subcommittee has met two times.  Once to finalize the paperwork for the process on December 21, 2004 and again on January 28, 2005 to review the applications and to make funding recommendations.  Linda Lewis of the Mayor's Office provided the mailing and receipt assistance for the program.  (The subcommittee much appreciated the assistance and organization that Linda has provided.)  The approved forms and materials were mailed to the established sister cities before December 31, 2004 with a receipt deadline of January 21, 2005.

At the first meeting the following changes were made to the process:

*                     The base level funding was DECREASED from $555 to $500 for each Sister City that submitted an annual report and base level funding application.

*                     Paperwork was updated to reflect that there we no longer 9 Sister Cities to, "those as established by resolution".

Eight (8) Sister Cities Annual Base Level Reports and applications were received for the competitive grant portion of the program (see TABLE WITH FINAL RECOMMENDATIONS).  There are currently ten (10) sister city agreements in place.  Bac Giang, Viet Nam and Arcatao, El Salvador did not apply for annual funding or the grant funds.  Oslo Norway is no longer active.  The newest sistering relationship is with Cusco, Peru.
