Title
Authorizing the Mayor and City Clerk to sign a contract with PDSI, Inc for implementation of TeleStaff Workforce Schedule system for Public Works agencies.
Body
WHEREAS, Public Works agencies have a need for a more consistent and automated workforce scheduling process; and
 
WHEREAS, the system for Public Works agencies needs to be able to interface with the City's current and future payroll systems; and
 
WHEREAS, the system needs to have a web-based interface along with a voice response system to be able to automatically call in personnel when needed; and
 
WHEREAS, the system needs to be able to manage scheduling for approximately 900 full-time employees from Engineering, Water Utility, Sewer Utility, Parks, Traffic Engineering, Parking Utility, Fleet Services, and Streets, and an additional 200 seasonal employees; and
 
WHEREAS, PDSI, Inc. has a system developed specifically for Utilities and Public Works agencies that meet all the criteria listed above; and
 
WHEREAS,  The City currently has a contract with PDSI, Inc. for the use of TeleStaff for the City of Madison Police Department, having acquired the software as the result of an RFP conducted in mid-2004; and
 
WHEREAS, having a system with a consistent architecture as what is already in place for the Madison Police Department will ease the burdens of ongoing maintenance and support; and
 
WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate amount of the fee for services exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; and
 
WHEREAS, the proposed contract with PDSI, Inc. meets the exception to the bidding process in section 4.26(4)(a)7 which states "A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant";
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contract not to exceed $300,000.00 with PDSI, Inc. for the above described services.
