Fiscal Note
Grant revenues of $35,000 and associated expenditure authority will be included in the 2010 operating budget of the Planning Division, subject to approval of the Common Council.

Body
WHEREAS, over the last two decades, the Madison Arts Commission has become an increasingly important resource for area artists and organizations as they strive to enrich the cultural lives of Madison residents; and
 
WHEREAS, Madison Arts Commission grants endorse projects that have high community value and share the values of Madison's Healthy City Report; and
 
WHEREAS, City support allows grant recipients to leverage additional funding from private sources, often in excess of ten times the amount of our seed investment; and
 
WHEREAS, the role of the Madison Arts Commission in creating a healthy cultural landscape is partially reflected in the continually increasing number of applications requesting financial support; and
 
WHEREAS, in 2008, in response to increases in City support and the success of Madison's annual grants program, the Wisconsin Arts Board increased the amount of funding it offered the City of Madison through its regranting program, from $5,000 to $15,000, contingent on the City securing a new match for the increased amount, and the Madison Community Foundation provided $10,000 towards that match; and
 
WHEREAS, in 2009, the Wisconsin Arts Board has once again voted to award the Madison Arts Commission a Wisconsin Re-granting Program grant of $15,000.00.
NOW, THEREFORE, BE IT RESOLVED, that the City is authorized to accept a $15,000 grant from the State of Wisconsin Arts Board, and to seek funds to match this amount, all to fund arts and cultural projects beginning on June 1, 2010.
 
BE IT FURTHER RESOLVED that Planning Division staff may continue to apply for and accept Wisconsin Arts Board Re-granting funding and matching funds on an annual basis.
 
BE IT STILL FURTHER RESOLVED that the Director of the Planning Division in is authorized to sign the agreements.
 
BE IT FINALLY FURTHER RESOLVED that these amounts will be included in the 2010 Operating Budget for "Art & Performance Contracts."
