Fiscal Note
The planning process will be accomplished with resources currently included in the CDBG 2008 adopted operating budget, which provides $40,000 in Federal CDBG funds for staffing support. This resolution does not commit any funds for implementation at this time, although traditionally the CDBG program has committed approximately 5% of its estimated annual entitlement funds for implementation of higher priority eligible projects.

Amending Resolution 07-00481, ID 06033 and Resolution 08-00051, ID 08349 to expand the Northport-Warner Park-Sherman Neighborhood planning study area, expand steering committee representation, and to extend planning timeline.
Body
WHEREAS, the Community Development Block Grant (CDBG) Office designated Census Tract 23.01 and 24.02 to receive planning services in 2008 (Phase 1) and planning services in Census Tract 22 (Phase 2) in 2009; and
 
WHEREAS, the Common Council approved the planning study boundary and the appointment of a neighborhood-based steering committee of residents and business community to guide in the preparation of the mid-range neighborhood plan (File ID: 06033 and 08349) for Phase I; and
 
WHEREAS, the Northport-Warner Park-Sherman Neighborhood Steering Committee (NWSSC) started the Phase I planning process on January 31, 2008; and
 
WHEREAS the NWSSC has conducted two open houses, interviews, and discussions with neighborhood associations, community centers, and community organizations to identify priority issues for Northside residents and the business community; and
 
WHEREAS, the NWSSC has proposed to the CDBG Office and the Planning Division that the planning process would be more effective if Phase I and Phase 2 are combined to provide the opportunities for greater input on the boarder priority issues identified to date; and
 
WHEREAS, the District Alderpersons 12 &18 are supportive of the merging of Phase I and Phase II planning areas.
 
NOW, THEREFORE, BE IT RESOLVED that the planning study area boundary include Census Tracts 22, 23.01, 24.02 and the Oak Park Terrace Mobile Home subarea, Packers-Corridor (stretching from Commercial Avenue north to the City limits), and the Northgate Shopping Center -Oscar Mayer subarea.
 
BE IT FURTHER RESOLVED that, the Mayor appoint additional members to the NWSSC to represent the geographic area represented by Brentwood Village, Sherman, Sheridan Triangle, and Maple Wood Associations and the Packers-Sherman business community to help oversee the development of a neighborhood plan and report back to the Common Council by the end of April 2009.
