Fiscal Note

The proposed resolution authorizes the Madison Police Department (MPD) to apply for, and accept if awarded a two-year USDOJ Office of Community Policing Services (COPS Office) Law Enforcement Mental Health and Wellness Act grant of $250,000. Grant funds will be used to provide department-wide wellness and resiliency training. Additionally, the resolution authorizes the MPD to enter into a purchase of service contract with Inner Edge Mediation LLC, for $192,150 for resilience training. No City appropriation is required.

Amending the 2026 Police Department operating budget; and authorizing the Mayor and Chief of Police to accept a USDOJ COPS Office Law Enforcement Mental Health and Wellness Act grant for $250,000 to provide Department-wide wellness and resiliency services, and Peer Support Team training.

Body

WHEREAS, the Madison Police Department pursues innovative initiatives to better serve its mission to provide high quality police services that are accessible to all members of the community, believing in the dignity of all people and respecting individual and constitutional rights and seeks to secure non-tax levy funding to do so; and

 

WHEREAS, the Department seeks to improve its delivery of mental health services to employees by focusing on resiliency-based performance training through the application of science based meditative and other techniques where employees will learn strategies to improve overall mental health and maximize professional performance through a U.S. Departments of Justice Office of Community Policing Services (COPS Office) Law Enforcement Mental Health and Wellness Act grant; and

 

WHEREAS, grant funding for resiliency training will support these outcomes:

 

                     Improve emotional regulation, neuroplasticity and experience of flow states

                     Reduce incidence of injury, ameliorate depression symptoms and improve well-being

                     Improve immune response and reduce cortisol levels

                     Improve focus and attention by strengthening neural pathways related to cognitive control

                     Enhance emotional regulation, reducing stress and performance anxiety through activation of the prefrontal cortex

                     Increase resiliency by regulating activity in the amygdala, leading to better adaptability under pressure

                     Boost creativity and problem-solving by improving adaptive thinking and cognitive flexibility

                     Enhance recovery and mental clarity, making it a key tool for sustaining high performance

 

NOW THEREFORE BE IT RESOLVED that the Madison Police Department is authorized to apply for and accept a two-year USDOJ Office of Community Policing Services (COPS Office) Law Enforcement Mental Health and Wellness Act grant of $250,000 for the purposed stated above.

 

BE IT FURTHER RESOLVED that the Police 2026 Operating Budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder, for Department-wide wellness and resiliency services, and Peer Support Team training.

 

BE IT FURTHER RESOLVED that the Finance and Police Departments are authorized to establish and/or maintain accounts as required for the administration of the grant funds.

 

BE IT FURTHER RESOLVED that the Finance Director or their designee may enter into a purchase of service contract with our grant project partner, Inner Edge Meditation LLC, for $192,150 for foundational resilience training.

 

BE IT FINALLY RESOLVED that grant funds not expended as of December 31, 2026, be carried forward until fully utilized.
