The proposed resolution authorizes a contract for planning, engineering, and public engagement services related to portions of East Washington Avenue and Schroeder Road. The total contract is not to exceed $720,000 and 80% of the cost is supported by federal dollars through the Safe Streets and Roads for All program. Budget authority is available in Traffic Engineering’s capital budget within the Safe Streets and Roads for All Federal Grant Program project.

PREAMBLE
The City of Madison is proposing to make infrastructure improvements for all road users along East Washington Avenue (US Hwy 30/Aberg Avenue to Annamark Drive) and Schroeder Road (Whitney Way to Gammon Road).
These corridors contain segments and intersections identified in the City’s High Injury Network.
This project will include quantitative and qualitative assessment of current conditions and identification of potential improvements (including, but not limited to, lighting improvements, speed limit reductions, median construction, bus stop improvements, and shared use path construction). This project will include design and engineering of preferred improvements to allow for construction of those improvements in 2028-2029.
Pursuant to City Ordinances and Policies, as well as in accordance with federal grant requirements, the City advertised for consultant proposals, reviewed the submitted proposals, and recommends the contract be awarded to SEH. The consultant’s services will include project planning, concept design, engineering, public engagement, and environmental review services.
This project was awarded a grant under the USDOT Safe Streets and Roads for All (SS4A) that will be responsible for 80% of the planning and engineering costs, and the City will be responsible for 20% of those costs. This grant includes funding for the construction of the projects identified for East Washington Avenue and Schroeder Road; a separate RFQu process will be utilized to identify an appropriate contractor for construction efforts.
The total compensation for the services under this contract shall not exceed $720,000 of which 80% is the SS4A grant share and 20% is the City share.
The scope of services under this contract will be completed by October 31, 2028.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with SEH for planning, engineering, and public engagement services for the East Washington Avenue and Schroeder Road corridors.
