Amending Section 33.13(1) of the Madison General Ordinances related to composition of the Common Council Executive Committee to modify the CCEC appointment process.

DRAFTER’S ANALYSIS:    Under current ordinance, the Common Council President appoints five members of the Common Council Executive Committee (CCEC) as well as an alternate in the event that the immediate past President is no longer a member of the Council or continues to serve as President or Vice President. This ordinance would change the CCEC appointment process so that five members are chosen randomly from among the alders who wish to serve on the Committee. If fewer than five members submit their names to be appointed, the Council President appoints the remaining members and those appointments are submitted to the Council for confirmation. Any appointment of an alternate in lieu of the immediate past President being appointed is also submitted to the Common Council for confirmation.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     1.                     Subsection (1) entitled “Committee Composition” of Section 33.13 entitled “Common Council Executive Committee” of the Madison General Ordinances is amended as follows:

 

“(1)                     Committee Composition. There is hereby created a Common Council Executive Committee (CCEC) which shall consist of seven (7) members of the Common Council who shall serve for terms of one year, provided, however, that in the event the Common Council President serves less than a full year, the new Council President may appoint a new alternate to CCEC. The President of the Common Council shall serve as Chair. As soon as practicable after Following election of Council Leadership at the annual organizational meeting of the Common Council, held on the third Tuesday of April of each year, the President Mayor shall call for names of alders who wish to serve on CCEC and the Clerk shall appoint randomly select five (5) other members of the Council to serve on the Executive Committee from among the alders who indicate wish to serve on the Committee. If fewer than five members of the Council submit their names for consideration, the President shall appoint the remaining members of the committee and those The appointments shall be submitted to the Council for confirmation. The Vice President of the Council shall serve as the seventh member of the Committee, and the immediate past President shall, if they are a member of the Common Council, serve as an alternate member of the Committee. If the immediate past President is not a member of the Common Council, or has been elected to serve another term as President or a term as Vice President, the President of the Common Council shall appoint an alternate member and such appointment shall be submitted to the Council for confirmation. The alternate member may act with full power and authority when any other member is absent or refuses to act. The alternate member may participate in Committee discussion and serve on subcommittees at any time. The President may appoint any Council members to serve on a subcommittee. The terms of all members of the CCEC end at the annual organizational meeting of the Council and are not subject to the extensions provided in sec. 33.01(6)(d), MGO.”
