Title
Resolution authorizing the execution of a contract with Advanced Utility Systems Corporation for the upgrade of Madison Water Utility's Customer Information System (CIS) Infinity Software.
Body
WHEREAS, The Water Utility has been using Advanced Utility Systems Corporation’s CIS Infinity Software to run its Customer Information System (CIS) billing system since at least 2004; and
WHEREAS, The software is due for an upgrade to CIS Infinity Version 4, which includes performance improvements that will be vital to a successful implementation of a new payment processing system (Kubra). Version 4 also includes database optimizations and improved large batch processing time (30-50% faster than Version 3); and
WHEREAS, Water Utility staff have negotiated a Statement of Work for the upgrade to CIS Infinity Version 4 to accomplish the following: Installation of software and initial conversion of data, testing of upgraded data and full system functionality, parallel billing testing, and cutover to final system upgrade; and
WHEREAS, Advanced has quoted a fixed fee of $110,250 for the upgrade services to include implementation, data conversion, configuration, training, project management, other professional services and the upgrade project is estimated to take approximately 6 months; and
WHEREAS, Under MGO 4.26, any service contract exceeding $25,000 that was not selected using a competitive selection process must be authorized by the Common Council. A competitive selection process was not used for this project because it is an upgrade to the Water Utility’s existing customer information system, which the Water Utility wishes to continue to use. Only Advanced Utility Systems can provide this upgrade and the ongoing services to support and maintain their proprietary software.”
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to execute a contract with Advanced Utility Systems Corporation for the CIS Infinity 4 upgrade as described above, in the dollar amount described above (plus estimated expenses); as either a new contract or an amendment to the existing 2003 contract, in a form approved by the City Attorney.
BE IT FURTHER RESOLVED THAT the Mayor and City Clerk are authorized to sign additional agreements as necessary for future support services and maintenance for the useful life of the software, in a form approved by the City Attorney.
