Fiscal Note
This resolution reallocates funding from one Madison Public Library project to other Library capital projects. No new funds are required.
This action does, however, require an amendment to the 2015 Adopted Capital Budget, as follows:

Title
Amending the 2015 Adopted Capital Budget to reallocate funding from Hawthorne Library HVAC to various other Library capital expenses.
Body
The estimate for the Library’s portion of HVAC work at Hawthorne Library was $50,000. Approximately half that amount will resolve Hawthorne Library HVAC requirements.
Concurrently, criminal incidents have increased at Goodman South Madison Library, necessitating the need for a camera security system. The bid through the City’s vendor for full camera coverage is $12,000.
The Library was informed this spring that up to three Libraries will receive fiber optic connections in 2015, and the Library estimates $5,000 in associated costs.
In an effort to reduce plumbing incidents and lower operating costs relating to paper products, the Library will initiate hand dryers for paper towel replacements at Hawthorne Library, which has had numerous and costly plumbing back ups. The Library estimates $2,500 for this work.
The Meadowridge Library, which opened in September 2014, still lacks certain technology (demonstration cameras and monitors). The Library estimates $5,500 for this installation.
WHEREAS City Engineering originally estimated the Library’s portion of HVAC replacements at Hawthorne Library at $50,000, only approximately half that amount will be necessary; and,
WHEREAS since the Adoption of the 2015 Capital Budget four critical Capital Budget needs have arisen which require expedited funding, namely security cameras at Goodman South Madison Library, hand dryers at Hawthorne Library, fiber optic splicing costs, and technology infrastructure at Meadowridge Library; and,
WHEREAS the Madison Public Library Board and Madison Public Library Director recommend this reallocation;
NOW, THEREFORE BE IT RESOLVED that the Common Council authorizes the reallocation of up to $25,000 in funds within the 2015 Adopted Capital Budget of the Madison Public Library to the above capital projects; and
BE IT FURTHER RESOLVED, that the Common Council hereby amends the 2015 Adopted Capital Budget, as articulated in this Resolution’s Fiscal Note; and,
BE IT FINALLY RESOLVED, that the Common Council authorizes the Mayor and City Clerk to amend or execute any agreements that are deemed necessary to accomplish the goals of this Resolution.
