Body
PREAMBLE:  Contract No. 6044 for Breese Stevens Field Restoration was awarded with a very large contingency, $523,284, to cover additional repairs that were anticipated due to the age and condition of the structure.  As construction is nearing completion, the contingency can now be reduced by $250,000, and the money can be used to plan for additional improvements to Breese Stevens that were previously deleted for budget reasons.  Dane County adopted a $150,000 grant program in their 2008 Capital Budget for capital improvements related to sports tourism, such as attracting WIAA events.  The WIAA has indicated that it might be interested in moving the State Soccer Tournaments back to Breese Stevens beginning in the spring of 2010, if their facility requirements can be met.  All of the additional repairs and facilities needed for WIAA are estimated to cost $700,000.  Additional architectural work is needed to prepare plans, specifications and detailed cost estimates for a second phase of construction, which will include repair of perimeter masonry walls, repair terra cotta elements, repair steel canopy on grandstand, new press box, new PA system, and new referee locker rooms.

NOW THEREFORE BE IT RESOLVED that the contingency in Contract No. 6044 be reduced by $250,000, with that money being returned to Capital Budget Fund 810565 - Breese Stevens Project.

BE IT FURTHER RESOLVED that the Parks Superintendent, Mayor and City Clerk are authorized to apply for and accept grants and donations for additional repairs and improvements for the Breese Stevens Project.

BE IT FURTHER RESOLVED That all such agreements shall be in a form approved by the Risk Manager and the City Attorney.

BE IT FURTHER RESOLVED that the Parks Division 2008 Capital Budget, Fund 810565 - Breese Stevens Project, be amended to add $150,000 of other funding to be sought as grants and donations.

AND BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute an amendment to the contract for purchase of services with Isthmus Architects, Inc. in the amount of $79,250 for the Breese Stevens Project.
