Fiscal Note

The proposed resolution is part of a package that includes Legistar file 49289 and 49290. These resolutions authorize Metro to accept funding from Dane County to support Paratransit services through the first part of 2018. In total, the City will receive $1,020,357 to continue offering contracted Paratransit services at the current level of service. Upon completion of utilizing these funds, Paratransit services will be provided through a contract only basis including the following service level changes:

1. An increased ride fare from $3.25 to $4.00

2. Change the origin-to-destination service to curb-to-curb instead of door-to-door

3. Establish parameters for subscription service riders.

4. Eliminate the leave attendant service option.

5. Cash fare payment instead of ticket and billing option.

 

The 2018 Executive Budget assumed changes to the Paratransit service delivery model would be in place starting on January 1st. An amendment to the Executive Budget will be presented to Council amending the 2018 budget to reflect these changes.

Body

WHEREAS, the State Department of Health Services (DHS) contracts with Dane County to operate the CIP1 and other MA waiver programs for residents of Dane County and receives reimbursement from the DHS for the Federal share (approximately 60%) of the costs of accessible transportation for waiver participants; and

 

WHEREAS, the Metro Transit General Manager, on behalf of the City of Madison, has executed the State of Wisconsin MA program provider agreement for MA waiver service provider entities and registered with the DHS; and

 

WHEREAS, Dane County is able to reimburse the Transit Utility for the Federal share of these costs from funds they receive from the DHS because the Transit Utility is a qualified provider under the MA Waiver program; and

 

Whereas, the Exceptional Rides Program of Dane County is a component of a cooperative reimbursement program by the Transit Utility to make provision for the accessible transportation services for persons with disabilities unable to use the Transit Utility’s paratransit service area; and

 

WHEREAS, Dane County Department of Human Services will administer the Exceptional Rides Program, determine eligibility, and pay vendors for rides; and

 

WHEREAS, funding for these programs (§85.20 and MA Waiver Program) are a major source of revenue for Metro’s ADA Paratransit Program, a service required under federal regulation; and

 

Whereas, this program is an example of a model cooperative funding program to the mutual benefit of both transit and human services;

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with Dane County for calendar year 2018 to receive MA Waiver (CIP) funding in the amount estimated to be $ 752,450 to offset approximately 60% of the cost of eligible paratransit trips provided by the Transit Utility and to reimburse Dane County in an amount not to exceed $ 10,750 for the provision by Dane

County of the eligible paratransit program services in the Transit Utility’s ADA paratransit service area.
