Authorization to Accept Additional Funds from the Wisconsin Department of Children and Families (DCF) for the Public Health Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Grant Program (2026 BOH RES-030)

Public Health Madison and Dane County (Public Health) seeks authorization to accept additional funds of $52,234.00 from the Wisconsin Department of Children and Families (DCF) for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Grant Program.
WHEREAS, The WI DCF administers the Family Foundations Home Visiting program (FFHV). FFHV receives funding through the Federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV), Temporary Assistance for Needy Families (TANF), and State General Purpose Revenue (GPR) funds to support families served by evidence-based home visiting programs.
WHEREAS, These funds enable MIECHV Program recipients to address the needs of expectant parents and families with young children, and support Public Health’s Nurse Family Partnership (NFP) program.
WHEREAS, the MIECHV Program, authorized by Section 511 of the Social Security Act, supports the delivery of coordinated, comprehensive, high-quality, and voluntary early childhood home visiting services to eligible families, including evidence-based programs such as NFP, which provides nurse home visiting services to low-income individuals during pregnancy through the child’s second year; and the Health Resources & Services Administration (HRSA) intends for MIECHV funds to address the immediate needs of parents, children, and families by enabling Local Implementing Agencies (LIAs) to provide emergency supplies such as diapers, essential items, and grocery cards to enrolled households; and Public Health Madison & Dane County serves as an LIA for the MIECHV Program; and
WHEREAS, The Board of Health for Madison and Dane County previously approved the 2026 Public Health Madison & Dane County Grants and Contracts (City File #91054 / County File #2025 BOH RES-021) Resolution authorizing the acceptance of $506,676.00 from the DCF for the Wisconsin Department of Children and Families for the Public Health Maternal, Infant, and Early Childhood Home Visiting Grant Program. Public Health received an additional $52,234.00 from DCF, increasing the total amount to $560,910.00; and
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health Madison & Dane County authorizes the Director of Public Health, or their designee, to sign the agreement, accept and expend the funding, and amend the 2026 Public Health Budget by $52,234.00.
