Fiscal Note
The proposed resolution amends a purchase of services contract with Mead and Hunt for design work associated with the Phase 2 HVAC Upgrade at the Metro Transit Bus Maintenance Facility located at 1101 E. Washington Ave. The cost for this amendment is $14,077 and is budgeted within the adopted 2020 capital budget in Metro’s Facilities Repairs and Improvements capital program. In 2020, $8.4 million of GO Borrowing is budgeted for the facility improvements. Mead and Hunt’s current contract totals $1,144,381 for Phase 1 and Phase 2 design and construction administration services.

Body
WHEREAS the 2020 Capital Budget includes $8,440,000 for Metro Transit Facilities Repairs and Improvement;
WHEREAS When the Metro Transit Phase 2 was first bid, we received a bid from only one qualified bidder and decided not to open or award it.
WHEREAS Additional design work was required, as outlined in the attached document, to prepare the documents for a rebid.
WHEREAS Mead & Hunt, after a competitive request for proposal (RFP) process, was awarded and completed a building master plan study for the 1101 E. Washington Ave Metro Transit Bus Maintenance Facility in March 2018, and is familiar with the project and design requirements; and
WHEREAS, in addition, Mead & Hunt completed the design work associated with phase 1 of the building master plan study in 2018 which was awarded via an non-competitive purchase of services contract in early 2018 (see File # 50922 <https://madison.legistar.com/LegislationDetail.aspx?ID=3377026&GUID=3D111E1B-988C-43DE-A8B5-838BC4751258&Options=ID|Text|&Search=Mead+and+Hunt>); and
WHEREAS, in addition, Mead & Hunt completed the design work associated with phase 2 of the building master plan study in 2019 which was awarded via an amendment to the phase 1 contract in early 2019 (see File # 54606 <https://madison.legistar.com/LegislationDetail.aspx?ID=3853698&GUID=9AD00FB6-250D-4E0F-AE41-8409E556D976&Options=ID|Text|&Search=Mead+and+Hunt>); and
WHEREAS, for information, this would be Amendment #4 to this contract. Amendment #1 added the Phase 2 work. Amendment #2 added master planning and investigations of satellite sites. Amendment #3 added design work associated with electric buses; and
WHEREAS Phase 1 construction occurred in 2019 and Phase 2 construction is occurring in 2020 after a successful rebid in Feb 2020.
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to amend the contract with Mead & Hunt to provide for professional architectural and engineering services related to electric bus integration needs at the Metro Transit Bus Maintenance Facility.
