The proposed resolution includes 32 recommendations for future action. The implementation of these recommendations do not have an immediate fiscal impact but may result in the need for increased funding in future years.

SUBSTITUTE - Adopting Accepting the final report and recommendations from the Task Force on Equity in Music and Entertainment.
Body
WHEREAS, the Task Force on Equity in Music and Entertainment was created by the City of Madison Common Council at their February 1, 2017 meeting and charged with the following objectives:
1) Identify the root causes of issues that may detract from equal access to entertainment by all residents and guests including transportation and public perception of safety concerns.
2) Best practices used in other communities, especially those that are home to large populations of college students, young professionals, residents who are active in urban arts that can be adapted to our own downtown.
3) Strategies to establish an atmosphere of continued communication, which will assure the sustainability of the desired environment and benefits.
4) Analysis of costs, revenues, and timelines that will support both short term and long term recommendations.
5) Complete a report with recommendations and submit its work to the Mayor and Common Council by December 4, 2018. The Task Force shall dissolve upon receipt or acceptance of its recommendations.
WHEREAS, the Task Force included:

● Alderperson Arvina Martin, Transit and Parking Commission
● Yorel Lashley, Madison Arts Commission
● Caitlin Badsing, Equal Opportunities Commission
● Syed Mustajab Abbas, Public Safety Review Committee; and,
WHEREAS, the Task Force first convened on September 18, 2017 and held a series of twelve (12) meetings plus five (5) Work Group meetings; and,
WHEREAS, the final report contains recommendations regarding Culture and Community, Venues, Equity of Access, Public Safety and Media Coverage, Transportation and Best Practices,
NOW, THEREFORE, BE IT RESOLVED, that the Common Council adopts accepts the final report and recommendations of the Task Force on Equity in Music and Entertainment.
BE IT FINALLY RESOLVED, that the Common Council directs the Council Chief of Staff to present next steps to Common Council Executive Committee.
