Grant funds will be deposited in a segregated fund and used to offset all associated expenses. There is no net impact on cost controls or levy.

Authorizing the Mayor and City Clerk to enter into a Purchase of Service agreement with T. J.'s Support Brokerage Firm to provide the MAP program utilizing unused Year 3 Weed and Seed funds.
Body
WHEREAS Madison has neighborhoods where crime rates and the number of residents living in poverty are higher than the citywide average and those same neighborhoods lack comprehensive plans and resources to address their special issues; and
WHEREAS in 2000 city officials and staff determined that the three neighborhoods in greatest need of additional resources were the Allied Drive, Broadway Lake Point, and South Madison neighborhoods; and
WHEREAS in 2000 staff from the Office of Community Services and Madison Police Department conducted forums with residents of the three neighborhoods to gather input and feedback on a plan for additional resources; and
WHEREAS in 2000 the City of Madison applied for and was awarded Official Recognition as a Weed and Seed site through the United States Department of Justice Community Capacity Development Office for Weed and Seed; and
WHEREAS the City of Madison is currently implementing a Year 3 Weed and Seed grant and the associated strategies; and
WHEREAS on September 1, 2005 the United States Department of Justice awarded funding to the City of Madison a Year 3 Weed and Seed grant for the period of October 1, 2005 through September 30, 2006 in the amount of $225,000; and
WHEREAS, the Year 3 grant included $28,396 for COFI sponsored resident leadership development training; and
WHEREAS, there is $5,466 in unused funds for resident leadership development training; and
WHEREAS, the United States Department of Justice has granted a no-cost extension of the Year 3 grant through March, 2007; and
WHEREAS, the MAP program provides quality resident leadership capacity building services in the Allied Drive Weed and Seed neighborhood consistent with the goals and strategies in the Year 3 Weed and Seed grant.
NOW THEREFORE BE IT RESOLVED that the Community Services Commission recommends the City enter into a purchase of service agreement with T.J.'s Support Brokerage Firm to continue and expand the MAP program for residents of the Allied Drive neighborhood and other Weed and Seed neighborhoods utilizing the $5,466 dollars in unused Year 3 Weed and Seed funds; and
BE IT FURHTER RESOLVED, that the Mayor and City Clerk are authorized to enter into a Purchase of Service Agreement, through the Office of Community Services, with the T. J.'s Support Brokerage Firm for the period 10/1/06 through 3/31/07 for up to $5,466 utilizing Year 3 Weed and Seed funds; and
BE IT FURTHER RESOLVED that the Comptroller and the Office of Community Services are authorized to maintain accounts as required for the administration of grant funds.
