The proposed resolution authorizes a sole source contract with Sustain Dane to administer the Energy Efficiency in Naturally Occurring Affordable Housing project. In April 2021, the Public Service Commission (PSC) announced that the City of Madison was awarded a $246,595 WI-PSC Office of Energy Grant which will fund this project. Under the terms of the grant, expenses will be reimbursed at the end of the grant period in 2022. Costs will initially be covered by the Sustainability Improvements capital project. Staff are still working out contract terms with the grantor at which time a budget amendment resolution will be put forward to add funding to the Sustainability Improvements project.

WHEREAS, Sustain Dane and Elevate have been partnering since 2020 on energy efficiency work in the naturally occurring affordable housing stock in the Madison region (EE-NOAH); and,
WHEREAS, the EE-NOAH work aligns with the City’s goals around affordable housing and energy efficiency; and,
WHEREAS, in 2020 the City of Madison identified a grant opportunity through the Wisconsin Public Service Commission (PSC) through their Office of Energy Innovation (OEI) program; and,
WHEREAS, in partnership with Sustain Dane, Elevate and the Northside Planning Council, the City applied for the PSC-OEI grant for EE-NOAH work; and,
WHEREAS, on April 1, 2021, the PSC announced that the City of Madison was awarded $246,595; and,
WHEREAS, the EE-NOAH work will consist of the completion energy efficiency assessments and installations on an estimated 103 units including estimated 23 units (in three buildings) on the Southwest side of Madison and 70 units (in ten buildings) on the Northside; and,
WHEREAS, under MGO 4.26(4) a contract for purchase of services of more than $50,000 that was not competitively selected must be approved by the Common Council and, for the reasons given in the attached Noncompetitive Selection Form, this contract meets the exception in MGO 4.26(4)(a) 2 for a particular service is available from only one firm if procurement is being paid with Federal or State grant funds, the vendor was identified by name in the approved Grant Application; and,
WHEREAS, the funding from the grant award will be reimbursed to the City of Madison from the PSC at the end of the grant period in 2022;
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to sign a service contract with Sustain Dane for the purposes and at the price set forth above.
