Fiscal Note
The proposed resolution authorizes the transfer for $14,130 from the Contingent Reserve direct appropriation to the Planning Division’s budget to support two art projects that received funding from the Madison Community Foundation (MCF) and started in 2018. The $14,130 is the remaining revenue and expense authority that was unencumbered at the close of fiscal year 2018, resulting in the revenue and expense authority not carrying forward into 2019 in order to complete the art projects. Transferring budget authority from the budgeted Contingent Reserve, rather than General Fund balance, will not affect the limits under Expenditure Restraint Program. If adopted, the remaining balance of the Contingent Reserve will be $1,495,620.

SUBSTITUTE - Amending the 2019 Adopted Operating budget for the Planning Division - Neighborhood Planning and Preservation, to expend up to $14,130 in funds remaining from a 2018 Madison Community Foundation grant to support renovations to an art studio space in Thurber Park in the Town of Blooming Grove and to support the Phoenix from the Ashes Project to transfer $14,130 from the City’s Contingent Reserve to the Planning Division’s purchased services to support renovations to an art studio space in Thurber Park in the Town of Blooming Grove and to support the Phoenix from the Ashes art project.

WHEREAS, the Common Council approved the acceptance of $12,000 in grant funding for the Thurber Park Artist in Residence project from the Madison Community Foundation (MCF) on May 21, 2018 (Resolution No. 51475, RES-18-00399); and,
WHEREAS, the Common Council approved the acceptance of $20,000 in grant funding for the project Phoenix from the Ashes from the MCF on April 15, 2018 (Resolution No. 51382, RES-18-00391); and,
WHEREAS, the Common Council approved authorizing the Planning Division Director to use $3,000 of the Madison Community Foundation grant to offset expenses of an intern who will help administer the project and the final exhibition and reception; and authorizing the Planning Division to use the remaining $2,000 of the Madison Community Foundation grant to offset expenses related to administering the project and the final exhibition and reception; on September 25, 2018 (Resolution No. 53210, RES-18-00676); and,
WHEREAS, the Planning Division is able to proceed with both projects in 2019;
WHEREAS, $14,130 of the $32,000 granted to the City of Madison by MCF was unspent and unencumbered when fiscal year 2018 closed, resulting in the $14,130 of remaining contribution lapsing into the General Fund as General Fund revenue for fiscal year 2018 and not carrying forward into the Planning Division’s 2019 Operating Budget; and,
WHEREAS, the Planning Division - Neighborhood Planning and Preservation’s 2019 Operating Budget needs to be amended to increase revenue and expense authority to finish the Thurber Park Artist in Residence and Phoenix from the Ashes art projects; and,
WHEREAS, a transfer of funds from the budgeted Contingent Reserve direct appropriation, rather than General Fund balance, will not affect the state-imposed Expenditure Restraint Program,
NOW, THEREFORE, BE IT RESOLVED that the City of Madison, through the Planning Division, is authorized to continue with supporting the Madison Community Foundation Thurber Park Arts Residency and Phoenix from the Ashes grant funding art projects; and,
BE IT FURTHER RESOLVED, that the Planning Division’s 2019 Adopted Operating Budget is amended to appropriate $14,130 for purchased services and private donations revenue in the Neighborhood Planning and Preservation service 2019 Adopted Operating Budget is amended to transfer $14,130 from Contingent Reserve to the Planning Division - Neighborhood Planning and Preservation for purchased services to support renovations to an art studio space in Thurber Park in the Town of Blooming Grove and to support the Phoenix from the Ashes art project.
