The proposed resolution authorizes the acceptance of a $66,840.91 grant from FEMA and amends the City of Madison Fire Department’s 2025 adopted operating budget by the same amount. The granting period runs for two years, through September 26, 2027, and funds the purchase of approximately 17 complete sets of firefighter turnout gear. This grant requires a 10% match of non-federal funds, totaling $6,684.09. Funds for the 10% match are available in the Madison Fire Department's current budget appropriation for turnout gear. No additional city appropriation is required.

Amending the 2025 adopted operating budget for the City of Madison Fire Department to accept $66,840.91 of grant funding from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) for the 2024 Assistance to Firefighters Grant (AFG).

 

Body

WHEREAS, the City of Madison Fire Department (MFD) applied for FEMA’s Fiscal Year 2024 Assistance to Firefighters Grant in early 2025 and was subsequently awarded the grant on September 20, 2025;

WHEREAS, the scope of the awarded project is the purchase of approximately 17 complete sets of turnout gear that will replace some of MFD’s inventory of turnout gear at the end of their useful life;

WHEREAS, the performance and budget period for the project is September 27, 2025 to September 26, 2027;

WHEREAS, the total awarded amount is $66,840.91, which requires a 10% match of non-federal funds, resulting in a total project budget of $73,525.00;

WHEREAS, MFD will use current budget appropriation for turnout gear purchasing in the amount of $6,684.09 to meet the 10% match;

WHEREAS, FEMA requires establishment of acceptance of the award through the FEMA Grants Outcome (GO) system within 30 days of the award date;

WHEREAS, the grant acceptance form includes legal terms, obligations, and commitments from the City of Madison and requires a signature from an authorized representative from the City to sign such grant agreements;

WHEREAS, the City of Madison Fire Department staff can attest to the validity and veracity of the statements and representations contained in the grant application and workplan approved by FEMA;

WHEREAS, the granting agency requires the City to sign a contract, grant agreement, and/or other documents binding the City to certain obligations;

WHEREAS, these obligations have been reviewed by the City of Madison Finance Department and Attorney’s Office;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the City of Madison to accept a $66,840.91 of Assistance to Firefighters Grant funding from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) and authorizes the Mayor and City Clerk, or designee(s), to sign any requisite agreements with FEMA to formally accept the funds;

BE IT FURTHER RESOLVED, that the Madison Fire Department's 2025 adopted operating budget is amended to appropriate $66,840.91 in federal grant revenue in the Fire and EMS Operations service and to increase supplies and purchased services in a commensurate amount;

BE IT FINALLY RESOLVED, that the City of Madison Fire Chief, or designee, is authorized to sign related paperwork or forms that are not part of the grant agreement or that are provided after the Mayor and City Clerk, or designee(s), sign the initial grant agreement, provided that any legal terms included in those forms are reviewed by the City Attorney.
