Title
To set forth the Agreement between the City of Madison and Dane County regarding Lyckberg Park and the surrounding area.
Body
The City of Madison has solicited public input and completed extensive planning for South Madison neighborhoods, including Bram's Addition and Capitol View Heights.  The resulting South Madison Neighborhood Plan, adopted in 2005, includes a portion of the Alliant Energy Center property bordering on Koster Street known as Lyckberg Park.
Lyckberg Park consists of two distinct portions - a southern parcel where improvements are located and a flat northern portion that the Alliant Energy Center has used for parking for over 35 years.  In the city's plan, the southern portion of Lyckberg Park will remain green space.  The Alliant Energy Center has future plans for parking improvements on the northern portion of Lyckberg Park and will need a conditional use permit from the City of Madison to accomplish those improvements.
City of Madison staff have been engaged in discussions with Alliant Energy Center staff about the future of Lyckberg Park, improvement of access to the Quann Park tennis court parking from Bram Street, and other relevant neighborhood issues for several years.
NOW, THEREFORE, BE IT RESOLVED that City of Madison staff are authorized to negotiate an agreement with the Alliant Energy Center in order for both parties to accomplish their goals, including a no-cost lease of the southern portion of Lyckberg Park from the Alliant Energy Center and financial support from Alliant Energy Center and Dane County to bring this property up to city park standards.
BE IT FURTHER RESOLVED that the city's operation of this new park be contingent on available funding , including other sources such as the Alliant Energy Center and Dane County for annual maintenance.
BE IT FURTHER RESOLVED that the agreement must meet the long-term goals of the South Madison Neighborhood Plan and the Alliant Energy Center's master plan.
BE IT FINALLY RESOLVED that the goal for the completion of the agreement is 2006, with approval to follow from the Madison Common Council, the Mayor of Madison, the Dane County Board of Supervisors, and the Dane County Executive.  The agreement shall be in a form approved by the Risk Manager and the City Attorney.
