Title: SUBSTITUTE - Approving the provision of $126,300 of CDBG dollars for improvement projects in the Hiestand neighborhood as a way to implement a portion of the Hiestand Neighborhood Plan and in a manner that will address City, Community and Neighborhood Development objectives and amending the CDBG operating budget, the Engineering and Parks 2007 capital budgets to authorize the implementation of the projects.

Fiscal Note
The CDBG 2007 Operating Budget includes $126,300 in Federal CDBG funds that have been approved to support Hiestand Neighborhood capital improvements.  This Resolution will transfer funds from CDBG and establish capital projects in the Engineering ($35,000) and Parks ($81,300)budgets to authorize the agencies to proceed with the capital improvement projects, as follows (note:  $10,000 for a grant for gatway features will be retained in the CDBG budget):

SUBSTITUTE - Approving the provision of $126,300 of CDBG dollars for improvement projects in the Hiestand neighborhood as a way to implement a portion of the Hiestand Neighborhood Plan and in a manner that will address City, Community and Neighborhood Development objectives and amending the CDBG operating budget, the Engineering and Parks 2007 capital budgets to authorize the implementation of the projects.
Body
Whereas the Common Council approved the Hiestand concentration Neighborhood Plan in December 2006, and the plan identified a series of higher priority projects for implementation to achieve the plan's objectives,
 
Whereas the neighborhood steering committee identified two park projects and an identity sign project as a strategy to connect several relatively isolated areas of the neighborhood to each other and to promote Hiestand Park as a visible focal point for the neighborhood,
 
Whereas the CDBG Commission and staff have reviewed these proposals and recommend their adoption in order to promote further progress with the adopted neighborhood plan,
 
Now therefore be it resolved that the Common Council approve the provision of up to $35,000 for Engineering to construct a pedestrian bridge/culvert joining the two sides of Hiestand Park; up to $10,000 to a community organization for the installation of two to three gateway features in the neighborhood; and the provision of the remainder of these funds to the Parks Division for the construction of connective pathways in or around Hiestand Park.
 
Further be it resolved that the Council authorized the Engineering and Parks Divisions to proceed with the two park improvement projects under the terms of the CDBG inter-agency agreement. and
 
Further be it resolved that the Council authorizes the Mayor and City Clerk to sign an agreement with Friends of Hiestand Park or a similar non-profit community-based organization designated by the mayor to implement the gateways project.
 
Further be it resolved that the Council amend the 2007 Engineering and Parks Divisions' capital budgets to authorize the expenditure of these funds for the two City projects referenced above.
 
Footnote:  The CDBG Commission endorsed the priority of activities recommended by the Hiestand Steering Committee for the connective pathways project, depending upon timing, cost, and other available funds:  1) a proposed pedestrian/bicycle pathway linking Hiestand and Honeysuckle Parks; 2) improvements to the internal pathways in the Hiestand Woods area; and 3) a connective pathway linking the new park shelter to Wittwer Road.
