The proposed resolution approves plans and specifications and authorizes the Board of Public Works to advertise and receive bids for the South Madison Demolitions and Site Restorations. The total estimated cost of the project is $1,710,000. Funding for the 810 & 818 West Badger properties, estimated at $540,000, is available in the CDA Redevelopment Capital Budget in the South Madison Redevelopment project (program #14431). Funding for the 1810 & 1901-1915 South Park and 814 & 826 North Ave properties, estimated at $1,170,000, is available in the Economic Development Capital Budget in the Land Banking program (program #12640). The funds within the Land Banking program were transferred from the TID 51 capital program via legislative file 86986. No additional City appropriation required.

The 2025 Adopted Economic Development and CDA Redevelopment Capital Budgets include funding for the South Madison Demolitions and Site Restorations. The project funds demolition of five commercial buildings, removing site improvements and site restoration grading and reseeding of six parcels, addressed as 1901-1915 S. Park St.; 1810 S. Park St; 814-826 North Ave.; 810 W. Badger Rd. and 818 W. Badger Rd.
Parcels addressed 1901-1915 S. Park St., 1810 S. Park St and 814-826 North Ave. were acquired by the City of Madison under its land banking program in anticipation of future redevelopment consistent with the 2022 South Madison Plan.
Parcels addressed 810 and 818 W. Badger Rd. were acquired for land banking purposes as part of the Community Development Authority’s South Park Street and West Badger Road Redevelopment Project.
This resolution approves the plans and specifications for the project, authorizes the Board of Public Works to advertise for and receive bids for the project, authorizes execution of any lease or easement documents necessary to accomplish the project and authorizes the acquisition of materials and services required to successfully complete the project.
BE IT RESOLVED:
1. That the plans and specifications for the South Madison Demolitions and Site Restorations are hereby approved.
2. That the Board of Public Works is hereby authorized to advertise for and receive bids for the Project.
3. That the City Engineer and Finance Director are hereby authorized to obtain all Furnishings, Fixtures, Equipment and Materials necessary for the Project in accordance with City Purchasing Policy.
4. That the Mayor and City Clerk are hereby authorized to execute easement and lease documents necessary for the Project in accordance with MGO Ordinances and City Policy, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
5. That the City Engineer and Finance Director are hereby authorized to obtain and the Mayor and City Clerk are hereby authorized to execute any documents required for moving, remediation, testing, inspection and consulting services as necessary for the Project in accordance with MGO Ordinances and City Policy, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
