Estimated costs of this project will be: $12,000.00 for construction of exclosure deflector at Bernie's. $15,000.00 for monitoring at Bernie's and  $20,000.00 for monitoring at BB Clarke. (Monitoring costs are slightly lower at Bernie's as existing monitoring programs for Monona Bay can be modified to help defray these costs.) Construction and materials cost for the deflector at BB Clarke are being covered by Dane County and the WDNR.

WHEREAS, the City of Madison is a signatory to a Memorandum of Understanding with the WDNR, DATCP, and Dane County acknowledging water quality problems at 6 beaches throughout the City; and
 
WHEREAS, beaches are most often closed due to high levels of potentially toxic blue green algae; and
 
WHEREAS, the water quality condition of beaches is affected by source area loading and then transport of substances to beach areas is achieved through lake processes; and
WHEREAS, the ultimate solution of improving water quality in the lakes is reducing the overall level of nutrients in the lakes and these efforts are the centerpiece of past and ongoing watershed management programs; and
WHEREAS, given the above, the suggestion was to improve the quality of the water immediately within the beach swimming area; and
 
WHEREAS, the method to complete this is to expand on the work completed in Lake Wingra by the University of Wisconsin several years ago, where an exclosure was used to reduce sediment re-suspension due to carp activity and dampen wave impacts; and
 
WHEREAS, that constructed exclosure was successful at increasing water clarity while decreasing turbidity within the exclosure and this provides our basis to verify if similar approaches can be implemented to exclude, deflect or intercept bacteria and blue green algae at beach areas,
 
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications are hereby approved for an exclosure  deflector at Bernie's Beach, a deflector at BB Clarke Beach, and an interceptor at UW Limnology, and
 
BE IT FURTHER RESOLVED that City Engineering, in cooperation with other agencies, shall construct, monitor, and maintain the three (3) types of beach management systems described above.
