Fiscal Note
Funding of $125,000 for the Façade Improvement Grant Program is authorized in the 2015 Adopted Operating Budget as part of the Capital Revolving Fund (p. 27). This Resolution awards grants totaling $10,000. Following approval of this Resolution, $45,000 of authorized funding will remain for future projects.

On October 3, 2000, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program. The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a “flatiron” building. The objective of the Program is to restore, beautify, or enhance the entire facade or elevation of a commercial building. The Facade Improvement Grant Program Staff Team has reviewed the following Façade Improvement proposals and determined that it meets the requirements of the Program. The Urban Design Commission has reviewed the proposals and recommends design approval.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant proposal:
Grantee: Regent Street Market Co-op
The scope of the exterior work to 2136-2136 Regent Street will include:
2138 Regent St:
a. Build out existing entrance door recess and reframe window openings.
b. Remove sign band and patch in aluminum siding to match.
c. Install new aluminum framed store front windows and install new brick masonry veneer.
d. Install new awning.
2136 Regent St:
e. Install new Aluminum framed storefront windows.
f. Rehabilitate existing brick masonry and install new brick masonry wall below windows.
g. Remove interior plywood paneling to reveal glass block transom.
h. Restore cornice and glass block transom with three operable sections.
i. Remove surface mounted electrical conduit and install new lighting.
j. Install new awning.
Center Entry:
k. Reframe center entry section.
l. Install new Aluminum Entrance system.
m. Construct new metal canopy and parapet wall over new entry.
Total project cost is estimated at $40,310. Façade Improvement Grant not to exceed $10,000.
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
