Funding for these services is included in the Information Technology 2010 Adopted Capital Budget, Project #9, Enterprise Land and Asset Management System (810558.) No additional appropriation is required.
Title
Authorizing the Mayor and City Clerk to sign a contract with TML Business Services, LLC for implementation services for Phase II of the Enterprise Land and Asset Management (ELAM) system software.
Body
WHEREAS, The City currently has a contract with Accela, Inc. for the purchase and installation of software and related services to implement the Enterprise Land and Asset Management System Project (known as "ELAM"); and
WHEREAS, during the implementation process discoveries were made that required additional services related to various departmental processes, including additional data conversions; and
WHEREAS, the additional services needed coupled with City staff resource contention contributed to the decision to defer implementing some processes into a second phase which includes Bicycle Registrations, Pet Licenses, Health Inspection and Licenses, Parking Utility Assets and Work Orders, Residential Parking Permits, Taxi Cab Driver Permits, Sub-Division Improvement Contract Developers Agreement, Animal Control Incidents, Well Abandonment Permits, Aerobic Treatment Unit Septic System Permits, Transient Non-Community Wells Permits, Lobbyist Registration, completion of Rent Abatement tracking and Land Development processes ; and
WHEREAS, Accela, Inc. had sub-contracted many of the implementation services during Phase I that resulted in a member of TML Business Services, LLC becoming our primary resource; and
WHEREAS, this individual is available to perform the implementation services needed for Phase II by directly contracting with TML Business Services, LLC which will result in the same services being delivered at a lower cost; and
WHEREAS, the cost savings will allow us to meet the growing needs of many City agencies and make software adjustments that are required as a result of changes in the some of the City's processes; and
WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate amount of the fee for services exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; and
WHEREAS, the proposed contract with TML Business Services, LLC meets the exception to the bidding process in section 4.26(4)(a)7 which states "A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant";
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contract not to exceed $340,000.00 with TML Business Services, LLC for the above described services.
