No appropriation required. Under the Alliant Energy Corporation’s Customer Owned Parallel Generation Program, Alliant Energy Corporation will credit the City’s photovoltaic (PV)-generated power at the current customer rate. These credits will reduce the net cost of electricity at installed facility sites.

Authorizing the City Engineer to apply to Alliant Energy Corporation’s Customer Owned Parallel Generation Program, authorizing the Mayor and Clerk to sign a Distributed Generation Interconnection Agreement with Alliant Energy Corporation, and authorizing indemnification of Alliant Energy Corporation, for Photovoltaic Generation sites at Madison Fire Department Station 12 at 400 South Point Road and Water Utility Well 26 at 910 S High Point Road.

Whereas, Alliant Energy Corporation offers Customer-owned Parallel
Generation programs under which a customer who generates electricity at their own renewable energy site receives a credit on their energy bill to offset the electricity consumed at the site; and
Whereas, the City is a customer of Alliant Energy Corporation and will install multiple solar photovoltaic generation (PVG) renewable energy installations and wishes to participate in the Customer-Owned Parallel Generation program; and
Whereas, Alliant Energy Corporation requires the city to file a new application form PSC 6027 for each new installation site; and
Whereas, the City has plans for future installations of less than 20kW, at Madison Fire Department Station 12 at 400 South Point Road and Water Utility Well 26 at 910 S High Point Road.
Whereas, if these or any other sites are accepted to the Customer Owned Parallel Generation Program, Alliant Energy Corporation is mandated by the Public Service Commission (PSC) to require applicants to sign an agreement called the “Distributed Generation Interconnection Agreement” (PSC 6029), which commits the applicant to comply with certain standards, complete the installation of the PV equipment and connect to Alliant Energy Corporation’s power grid within 12 months of signature, and requires mutual indemnification between the applicant and Alliant Energy Corporation; and
Whereas, APM 1-1 requires Common Council approval before the City indemnifies another party in a contract;
NOW, THEREFORE, BE IT RESOLVED that the City Engineer is authorized to apply to the Customer-Owned Parallel Generation Program and sign application form PSC 6027 for these PVG sites; and
BE IT FURTHER RESOLVED that the Common Council authorizes the indemnification of Alliant Energy Corporation as required in the “Distributed Generation Interconnection Agreement” (PSC 6029) in order to comply with PSC 119 for these city-owned PVG sites; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to sign the “Distributed Generation Interconnection Agreement” (PSC 6029) with Alliant Energy Corporation for these sites.
