The proposed resolution authorizes a contract for application-based meter payment services within the Parking Division. Under the contract, customers are billed a forty-cent convenience fee per transaction, with an annual cost of up to $75,000. This fee is collected by the Parking Division and then paid to the vendor. No additional appropriation required.

Authorizing a non-competitive service contract with ParkMobile, LLC for additional application-based meter payment services.
Body
WHEREAS, the City of Madison continues to offer innovative and convenient payment options for on-street parking meters. Currently, the city offers an application-based payment system that is separate from those used by the University of Wisconsin - Madison and Dane County. This often causes confusion and frustration for customers, who need to download different apps when paying at meters across the street from each other; and
WHEREAS, ParkMobile, LLC is an application-based payment system already used by the University of Wisconsin - Madison and Dane County, and has a current integration with our existing meter and payment processing software; and
WHEREAS, the Parking Division desires to contract with ParkMobile to develop an integrated, user-friendly, customer-forward application payment experience; and
WHEREAS, the convenience fee will be billed to the customer per transaction at a rate of forty (40) cents, with an estimated annual cost of up to $75,000; and
WHEREAS, MGO 4.26 requires Common Council approval of service contracts of $75,000 or more if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute a service contract with ParkMobile for the purpose and at the price described above, for a one-year term, with the option to renew for two additional one-year terms; and
BE IT FINALLY RESOLVED that the Designee of the Finance Director is authorized to execute contracts for the optional renewal periods.
