The proposed resolution amends the Public Health-Community Health 2020 and 2021 Operating Budgets to accept $100,000 from the WI Department of Health Services and authorizes the Director of Public Health Madison and Dane County to sign a non-competitive contract with Harambee Village Doulas, LLC to pilot a prenatal care and doula program for women at high risk of adverse birth outcomes in Dane County.
The grant will be used to fund an increase of 0.10 FTE to an existing Public Health Nurse position ($11,041) to provide administrative and technical support to the doulas and to contract with Harambee Village Doulas, LLC to expand their doula services ($88,959). The position increase will be effective for calendar year 2021. The term of the contract with Harambee Village Doulas, LLC is December 1, 2020 to June 30, 2022 and includes the cost of personnel, equipment, and supplies needed to deliver services.
There is no matching requirement and no impact on the levy.

Body
WHEREAS, Wisconsin ranks first in the nation for Black infant mortality, and Black mothers in Dane County are more than twice as likely as white mothers to give birth to low-birthweight infants, placing these babies at greater risk of significant health challenges and higher infant mortality rates; and
WHEREAS, to address this public health crisis and to center Black voices, experiences, and leadership, Public Health-Madison and Dane County proposes a pilot to plan, implement, and sustain an integrated Prenatal Care Coordination (PNCC) and doula service for women at high risk of an adverse birth outcome in Dane County. The pilot would be implemented by Public Health and Harambee Village Doulas, with support from the Division of Medicaid Services and the Maternal Child Health Program in the Division of Public Health of the Wisconsin Department of Health Services (DHS). The goal is to create a sustainable model that can be replicated in other PNCC programs throughout the state of Wisconsin.
WHEREAS, WI DHS has awarded Public Health $100,000 of new grant funding to support this pilot through June 2022; and
WHEREAS, Public Health proposes using this grant to fund 0.10 FTE to add to an existing Public Health Nurse position to provide administrative and technical support to the doulas at a total cost of $11,041; and
WHEREAS, Public Health desires to contract with Harambee Village Doulas, LLC for this pilot to expand their doula services to integrate Medicaid PNCC services through collaboration with Public Health. Harambee Village Doulas provide access to culturally and socially responsive, and community based pregnancy, childbirth, and breastfeeding services to marginalized communities. Services are provided by a team of trusted birth professionals trained by leading doula organizations; and
WHEREAS, the contract price would total $88,959 for a term of December 1, 2020 to June 30, 2022. The contract would include cost of personnel, equipment, and supplies needed to deliver services; and
WHEREAS, the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for a new grant of over $50,000; and
WHEREAS, the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions; and
WHEREAS, MGO 4.26 requires Common Council approval of service contracts of $50,000 or more if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and
NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison approves amending the Public Health operating budget to accept these funds; and
BE IT FURTHER RESOLVED that the Common Council of the City of Madison approves the creation of the above position authority; and
BE IT FINALLY RESOLVED, that the Director of Public Health-Madison and Dane County is authorized to execute a service contract with Harambee Village Doulas for the purpose, term, and at the price described above.
