Fiscal Note

The 2015 adopted operating budget of the Community Development Division authorizes expenditures of $275,000 annually for the Emerging Opportunities Program (EOP).  The Spring 2015 EOP funding process allocated $175,000. The Fall 2015 process recommends allocations for the remaining $100,000. No additional appropriation is required.

Approving the provision of up to $100,000 in 2015 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.

 

Body

The adopted 2015 Community Development Division (CDD) Operating Budget included $275,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds in two cycles, as established in RES-13-00574 (Legistar # 30635, 7/22/2013).  This resolution allocates $100,000 of those funds.

 

WHEREAS, the adopted 2015 CD Division Operating Budget included $275,000 in program expenditures for EOP-funded Community Agency Contracts; and,

 

WHEREAS, the CD Division previously completed a Spring Request for Proposals process in which $175,000 in Emerging Opportunities Program funds was allocated, and,

 

 WHEREAS, the CD Division subsequently issued a Fall Request for Proposals for the remaining $100,000 in Emerging Opportunities Program funds, with an application due date of September 28, 2015; and,

 

WHEREAS, the Community Development Division Conference Committee reviewed the submitted EOP proposals (which totaled $495,063 in requests), and finalized its recommendations for the following program allocations at its meeting on October 27, 2015:

 

Allied Wellness Center as fiscal agent for Allied Brotherhood Group: up to $10,000 for youth leadership training and engagement in the Allied Drive neighborhood.

 

Bay Bayview Foundation Inc.: up to $8,430 for a wellness program for Senior residents

 

Center for Resilient Cities: up to $5,000 for the Hmong Language and Cultural Enrichment Program for children and youth.

 

The Bridge Madison: up to $5,175 to operate family supportive programming through an open schoolhouse project at Aldo Leopold Elementary School.

 

Community Coordinated Child Care, 4-C as the fiscal agent for Latino Children and Families Council: up to $14,615 for Platicas-culturally specific family supportive programming

 

Lutheran Social Services: up to $10,000 to help the organization move toward utilization of certified peer specialists in providing services to clients with mental health needs at the Off the Square Club

 

Nehemiah Community Development Corp.: up to $20,000 to the Justified Anger initiative to support community engagement and leadership development in Southwest Madison.  

 

Today not Tomorrow Inc: up to $16,780 for the Project Babies Neighborhood Spaces and Family Support program which will provide parenting support to families with infants and toddlers. The program is targeting homeless families and families in the Darbo and Wexford neighborhoods. .

 

Wisconsin Partnership for Housing Development: up to $10,000 for the Housing and Financial Stability Program which will support efforts to prepare low and moderate income families of color for home ownership. 

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Emerging Opportunities Program funding allocations for Fall 2015 detailed above, as recommended by the Community Development Division Conference Committee; and,

 

BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to execute agreements with the above listed agencies (or their fiscal agents) for the described activities.
