Reclassification of a Chemical Analyst III to an Environmental Health Scientist I for Public Health Madison & Dane County

Public Health Madison & Dane County (Public Health) has a vacant Chemical Analyst III position (P10, #2738), which we request to be reclassified to an Environmental Health Scientist I position (P9). An Environmental Health Services Supervisor in the Environmental Health Division will supervise this position. This position is currently vacant and the Department of Administration - Employee Relations has recommended approval of this request.

 

After a thorough review of the vacancy and the environmental laboratory’s needs, we are experiencing an unmet need for staff that have technical expertise in more than one scientific discipline. The scope of work for the vacant Chemical Analyst III position has evolved to be interdisciplinary with a focus on tests that are derived from a wide range of scientific disciplines. The Environmental Health Scientist I position is designed to meet this need and will be able to conduct a wider range of tests that are the standard in the environmental health field and that are requested by the community. In addition, Public Health Accreditation Board (PHAB) requires a health department to have the ability to anticipate, prevent, and mitigate health threats through surveillance and investigation of health problems and environmental hazards (Standard 2.1) and also assess workforce capacity that leads to the recruitment of qualified public health workers (Domain 8). The requested reclassification will allow the restructure of the environmental laboratory unit staff positions to reflect the current services being offered and will be in alignment with PHMDC goals.

 

NOW, THEREFORE, BE IT RESOLVED that the Dane County Board of Supervisors does hereby support and authorize reclassification of the Chemical Analyst III (position #2738) to an Environmental Health Scientist I (P9), commensurate with the Department’s request and approval of the Department of Administration - Employee Relations Division.
