No City appropriation is required with the adoption of this plan. The plan makes recommendations that, if implemented, may have future fiscal impacts. These potential costs would be approved through future budgets and subject to Council approval.

Adopting the City of Madison Pedestrian Plan (Citywide).
Body
WHEREAS, the City of Madison recognizes that walking is the most essential form of transportation; and
WHEREAS, the City of Madison has developed a robust network of sidewalks and paths to serve pedestrians; and
WHEREAS, the City endeavors to provide safe and comfortable access to destinations throughout Madison for people walking and using wheelchairs and mobility devices; and
WHEREAS, the City recognizes that a complete pedestrian network including well-connected walkways and safe crossings contributes to the overall health and vibrancy of Madison and its many neighborhoods; and
WHEREAS, the Complete Green Streets Guide places pedestrians at the top of the City’s modal hierarchy; and
WHEREAS, the City of Madison is one of only 15 recognized Gold-level Walk Friendly Communities and is recognized as one of the safest large cities for pedestrians in the United States; and
WHEREAS, the City’s current Pedestrian Plan was adopted in 1997 and has largely been implemented; and
WHEREAS, the City’s Traffic Engineering Division applied and received a Safe Streets and Roads for All (SS4A) federal grant from the U.S. Department of Transportation to develop a new Pedestrian Plan; and
WHEREAS, the development of this plan involved a comprehensive assessment of traffic patterns, infrastructure gaps, and safety concerns throughout the city; and
WHEREAS, this Plan was created through a robust community engagement process; and
WHEREAS, this Plan provides recommendations focused on safety, comfort, convenience, and enjoyment for pedestrians;
NOW THEREFORE BE IT RESOLVED, that the City of Madison Pedestrian Plan be adopted by the Common Council.
