No net expenditure is required for this project, but the Information Services 2005 Capital Budget will need to be amended to provide both the additional expenditure authority of up to $35,000 and a like amount of State grant revenues.

Body
WHEREAS, the City of Madison Police Department and Municipal Court annually process over 20,000 citations for traffic offenses which adopt State Statute; and
WHEREAS, this traffic citation data has historically been collected using the Wisconsin Uniform Traffic Citation Form (MV4016, s345.11 Wis. Stats.); and
WHEREAS, over 2,000 hours per year of clerical staff from the Madison Police Department are used to enter data from these traffic citations; and
WHEREAS, the State of Wisconsin Department of Transportation (Wis DOT) duplicates the data entry of this same information; and
WHEREAS, Wis DOT, over the past two years, has been working with the Madison Police Department to develop software entitled  "Wisconsin TraCS Suite" (Traffic and Criminal Safety Software) to create and distribute electronic or "e-citations;" and
WHEREAS, Wis DOT envisions replacing the current paper traffic citations with the TraCS e-citation, for use by all police departments statewide; and
WHEREAS, Wis DOT, working with the Police Department and Information Services, have identified obstacles in the e-citation TraCS work flow as it relates to current Madison Police Department and Municipal Court electronic environments; and
WHEREAS, technical modifications and interfaces to the City's environment will be necessary to efficiently transfer TraCS data within the Police Department's current mobile data environment; and
WHEREAS, the Police Department and Information Services believe there will be long-term benefits to using TraCS, including cost savings from staff time and higher quality, more accurate data entry of citation information, and therefore agrees to perform the technical modifications necessary to correct the work flow problems and implement the State's TraCS e-citation system; and
WHEREAS, the Police Department collects and reports traffic stop data, including warnings, for an annual report called the "Madison Police Department Traffic Stop Report" and the TraCS software will allow the police department to replace the current method and more efficiently collect such data; and
WHEREAS, the Wis DOT has received federal grant money to implement the TraCS e-citation system, and will compensate the City of Madison for $35,000 for the additional city staff time or subcontracts necessary to complete the modifications and interfaces;
NOW, THEREFORE, BE IT RESOLVED that city staff is authorized to negotiate and the Mayor and City Clerk are authorized to sign a Project Agreement with the State of Wisconsin/Department of Transportation for the City to perform the above-described work and to be reimbursed in the amount of $35,000.00; and
BE IT FINALLY RESOLVED that the Information Services 2005 Capital Budget be amended to provide additional expenditure authority of $35,000 offset by $35,000 in other funding of State grant revenues, as follows:
