The proposed resolution approves a three-year contract with Purple Cow Organics to compost the City’s yard waste materials. The contract includes options for two additional one-year renewals. The following is the schedule of annual costs under the proposed contract.

2025 optional renewal: $185,709
2026 optional renewal: $191,280
The 2021 Adopted Operating Budget included $165,000 to support Purple Cow contract costs, and the 2022 Cost-to-Continue Budget includes $180,000 to support this contract. This amount may be updated during the 2022 Operating Budget deliberations to reflect the actual contract costs. No additional appropriation is required.

WHEREAS, the Streets Division collects nearly 20,000 tons of yard waste material each year that must be kept from the landfill in accordance with Wisconsin State Statute 287.07(2) and in accordance with Madison General Ordinance 10.18(7)(d); and
WHEREAS, Purple Cow Organics, LLC has composted the yard waste collected by the City of Madison Streets Division since 2017, and;
WHEREAS, the current contract for composting yard waste ends on December 31, 2021; and
WHEREAS, Purple Cow Organics, LLC is an experienced local composter and has appropriate licenses and permits; and
WHEREAS, Purple Cow Organics, LLC submitted the most favorable proposal during the most recent RFP process (RFP # 10007-0-2021-AM) to continue performing composting services in support of the leaf and yard waste collection program performed by the City of Madison Streets Division; and
WHEREAS, the new contract with Purple Cow Organics, LLC shall be for three years, with two, one year renewal options; and
WHEREAS, the contract fees are as follows:

NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are authorized to sign a contract with Purple Cow Organics, LLC for a term of three years with two one-year renewal options for the composting of leaves and yard waste collected by the Streets Division, at the prices set forth above.
