The proposed resolution authorizes reallocating $51,975 of state grant funding from Shelter from the Storm Ministries (SFTS) to The Salvation Army of Dane County and The Road Home Dane County to support rapid rehousing and supportive services. SFTS was unable to start a new rapid rehousing program due to staff capacity, resulting in $51,975 available for reallocation. No additional City appropriation is required for the proposed contract amendments and funding reallocation.

[BACKGROUND
The City of Madison works closely with Dane County CoC member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of the State of Wisconsin EHH grant (EHH) on behalf of the Dane County CoC. EHH funds combine the HUD Emergency Solutions Grant (ESG), State of Wisconsin Homeless Prevention Program (HPP) and Housing Assistance Program (HAP), and support the following eligible activities: emergency shelter, street outreach, homeless prevention, rapid re-housing and other housing programs, the Homeless Management Information System (HMIS), and administration. The State Department of Administration's Division of Energy, Housing and Community Resources ("the State") annually distributes available funds among four Wisconsin Continua of Care (CoC) serving Dane, Milwaukee, Racine, and the Balance of State. The Dane County CoC Board of Directors, using an open-competitive process, determines the specific agencies and uses for which State EHH funds are used.
The State awarded the Dane County CoC $650,000 in EHH funds in the 2021-2022 grant cycle. The Common Council authorized accepting the funds on behalf of the Dane County CoC and executing agreements with specific Dane County CoC agencies selected by the CoC Board of Directors on July 20, 2021 (RES-21-00520, File ID# 66228).
Shelter from the Storm Ministries (SFTS) was previously awarded up to $51,975 of EHH funds ($20,000 ESG, $20,975 HPP, and $11,000 HAP) to start a new Rapid Rehousing Program for families. However, SFTS was not able to start a new program due to staff capacity, resulting in $51,975 available for reallocation.
CDD staff checked with two agencies eligible to accept the reallocated funds to determine if they could accept and expend the funds by the end of the grant term, September 30, 2022. The Salvation Army of Dane County is the only agency operating a Rapid Rehousing project with ESG and HPP funds. The Road Home Dane County is the only agency operating a housing project funded with HAP funds. Dane County CoC Board of Directors approved $51,975 to be reallocated to the following agency projects at its February 18, 2022 meeting:
• The Salvation Army of Dane County - Up to $20,000 of ESG and $20,975 of HPP for DAWNS Family Rapid Rehousing Program
• The Road Home Dane County - Up to $11,000 of HAP for Tailor Place supportive services
ACTION
WHEREAS, the Common Council authorized accepting $650,000 of State EHH funds on behalf of the Dane County CoC and executing agreements with specific Dane County CoC agencies selected by the CoC Board of Directors on July 20, 2021 (RES-21-00520/File ID #66228 and RES-21-00718/File ID #67624); and,
WHEREAS, Dane CoC Board of Directors approved reallocation for two activities funded with State EHH funds at its February 18, 2021 meeting, which included reallocating (1) $20,000 of ESG and $20,975 of HPP funds from SFTS to Salvation Army of Dane County's DAWNS Family Rapid Rehousing Program, and (2) $11,000 of HAP funds from SFTS to The Road Home Dane County’s Tailor Place supportive services.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to amend the 2021-22 EHH contracts with The Salvation Army of Dane County and The Road Home Dane County, increasing the DAWNS Family Rapid Rehousing Program contract by $40,975 and The Road Home Dane County Tailor Place contract by $11,000.
