The proposed resolution authorizes the execution of agreements between the City of Madison and Dane County regarding revenue exchanged between the two for shared services, collaborative projects, and joint responsibilities in 2025. The 2025 Community Development Division Adopted Operating Budget includes $259,143 in revenues from Dane County to support contract for services in 2025; it also includes $200,000 in expenses to Dane County for operations at The Beacon. No additional appropriation is required for the execution of these agreements in 2025. The agreements will be renewed subject to the appropriation of funds in future budgets.

Action Item
WHEREAS, the City of Madison and Dane County frequently engage in cooperative efforts, collaborations which often involve the allocation of funding from one jurisdiction to another; and,
WHEREAS, some of these exchanges are based on informal arrangements or legacy understandings; however, as the scope and complexity of intergovernmental projects grow, these informal mechanisms no longer provide sufficient structure, accountability, or transparency; and,
WHEREAS, by codifying these arrangements, both the City of Madison and Dane County will be better positioned to serve residents efficiently and responsibly; and,
WHEREAS, the City’s Adopted 2025 Operating Budget includes revenue from Dane County to support services rendered in 2025 under contract through the following:
- Up to $174,500 for MACH OneHealth, Inc in support of operations of Dairy Drive Temporary Campground,
- Up to $54,643 for Tenant Resource Center to provide tenant services, and
- Up to $30,000 for Institute for Community Alliances to support the community coordinated entry system; and,
WHEREAS, the City’s 2025 Operating Budget also authorizes the Community Development Division to transfer up to $200,000 to Dane County to support Catholic Charities and operations at The Beacon; and,
WHEREAS, these funds have been encumbered in contracts for services to be rendered in 2025 and cannot be carried over at year’s end.
NOW, THEREFORE, BE IT RESOLVED that the Common Council authorizes the Mayor and the City Clerk to sign agreements with Dane County reflecting agreements to share revenue to cover expenses outlined in the Adopted 2025 Operating Budget for MACH OneHealth, Tenant Resource Center and Institute for Community Alliances; and,
BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk to renew such agreements with Dane County, in forms approved by the City Attorney and Risk Manager, subject to the receipt of each year’s funds and their inclusion in subsequent Community Development Division budgets.
