The total estimated cost of the project is $9,186,800.00 $9,216,800, of which the City of Madison is responsible for $878,800 $908,800, including $65,000 of real estate that is expected to be dedicated by Mortenson Investment Group. Funds are available in the 2006 Executive Capital budget project 23 of the Engineering - Major Streets section account CS53-58250-810371-00-53W0303.

PREAMBLE
The South Beltline Highway (USH 12) is a 6-lane expressway. The Todd Drive/Seminole Highway Interchange has seen significant commercial growth and has a higher than average crash rate. The deck of the Beltline Highway Bridge over Todd Drive is deteriorated and in need of replacement, and the pavement on the South Beltline is cracked and rutted.
The Mortenson Investment Group has proposed to renovate and/or create new employment centers for prospective enterprises (The Landmark Gate Building, the Sergenians Building, Glenmark Oaks Building, the M-3 Building, the Intercon Building, and the Landmark Building) along Todd Drive and the West Beltline Frontage Road. In order to make the project an attractive and efficient job center; pedestrian, bike, and transit related improvements are necessary. The installation of these transportation improvements require the reconstruction of the road, the addition of retaining walls in lieu of purchase of additional right-of-way, and the installation of traffic signals and metered and unmetered ramps for access to the Beltline Highway.
Financing this construction has required the assembling of a number of different sources including a Transportation Facilities Economic Assistance and Development Program (TEA) Grant, a Federally funded Enhancement Type II Grant for the installation of pedestrian facilities, a Federally funded Enhancement Type I Grant, HES Federal Funding, as well as State and Federal Funds for the bridge deck replacement and the resurfacing of the Beltline Highway. Of the total estimated cost of $9,186,800.00 $9,216,800, $878,800 $908,800 will be provided through the use of municipal funds. (Approximately $65,000 of the real estate assembly costs are expected to be dedicated by the developer.)
NOW, THEREFORE, BE IT RESOLVED, that Mayor and City Clerk shall execute a State/Municipal Agreement for a Highway Improvement Project to serve the Todd Drive Beltline Highway Interchange including the addition of traffic signals, the resurfacing of the Beltline Highway Frontage Road, and the installation of bike and pedestrian facilities to serve the area, and
BE IT FURTHER RESOLVED, that the plans and specifications for the Todd Drive Beltline Highway Interchange are hereby approved.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to accept dedication of lands and/or easements from the Developer/Owner for public improvements located outside of existing public fee title or easement right-of-ways.
