Funds are available in the Contingent Reserve for the transfer of $40,000 to the Information Technology Capital Budget Purchased Software Enhancements Project # 810345.  The current balance of the Contingent Reserve is $1,212,382.  There is no impact on the tax levy or State Expenditure Restraint Program eligibility limits.

Amending the Information Technology 2010 Capital Budget by transferring $40,000 from Contingent Reserve to the Purchased Software Enhancements Project #810345 to fund modifications to the City's Tax Billing and Collection Software to accommodate multiple tax payment installments.
Body
WHEREAS, as a way of aiding some taxpayers, the City of Madison would like the option of being able to collect property taxes in four installments instead of the single installment plan now offered; and
 
WHEREAS, the City Treasurer estimates that the City could generate additional revenues of $200,000.00 or more annually by changing to a four installment process; and
 
WHEREAS, to make the necessary modifications to the City's tax billing and collection software City Information Technology will need to contract with a software consultant to make these changes; and
 
WHEREAS, this will require a vendor that is familiar with our current architecture and processes and can begin in June 2010 to have the modifications ready for the 2010-2011 tax season; and
 
WHEREAS, Turner Consulting, Inc., a Madison-based company has worked with the City previously on our tax billing and collection system, is familiar with our process and is available to do this work in the timeframe needed; and
 
WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate amount of the fee for services exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; and
 
WHEREAS, the proposed contract with Turner Consulting, Inc. meets the exception to the bidding process in section 4.26(4)(a)7 which states "A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant,"
 
NOW THEREFORE BE IT RESOLVED that the 2010 Information Technology Capital Budget be amended by transferring $40,000.00 in expenditure and borrowing authority from Contingent Reserve to the Purchased Software Enhancements Project # 810345 to fund modifications to the City's Tax Billing and Collection Software to accommodate multiple tax payment installment, and
 
BE IT FURTHER RESOLVED:  that the Mayor and City Clerk are authorized to execute a contract not to exceed $40,000.00 with Turner Consulting, Inc. for the above described services.
