BACKGROUND:
The CDBG Commission has traditionally identified certain projects for Council approval to "carry-over" their funds approved in previous years. Typically, the Commission has recommended carry-over of selected capital projects which have encountered some difficulty beyond their control or which face unusual circumstances. The CDBG Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.
ACTIONS:
WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and
WHEREAS, the CDBG Commission and CDBG staff have reviewed these recommendations, find that they further the goals of the CD program expressed in the Five-Year Community and Neighborhood Development Plan; and recommend Council adoption;
NOW THEREFORE BE IT FURTHER RESOLVED, that the Common Council approves the carry-over of the following projects, to be completed by December 31, 2005, for the reasons identified:
-      Selected Emerson-Eken Park concentration neighborhood plan implementation projects, including the street landscaping and planters project for a total of up to $12,000, because of delays in construction and the shift in excess funds from a completed project;
-      Selected Schenks-Atwood-Worthington concentration neighborhood plan implementation project funds, including bus, and neighborhood identity signs, and traffic calming, up to $8,000; due to delays in design and construction;
-      Selected Carpenter-Ridgeway-Hawthorne concentration neighborhood plan implementation projects, including the CDA garage project, the Mayfair Park landscaping project, and neighborhood signs, up to $39,000; due to delays in the site selection for a CDA replacement facility, and the late shift of funds to the Mayfair Park project.
-      South Madison/Bay Creek concentration neighborhood plan implementation project funds for projects to be identified in the plan, up to $152,400; due to a n extended planning process for the overall neighborhood plan;
-      Bridge-Lakepoint-Waunona Neighborhood Center: CED components, up to $21,000; due to delays in the roof bidding process and the need for better weather;
-      Wexford Neighborhood Center construction up to a total of $42,000, due to Center-School negotiations and fund-raising time-tables;
-      Boy and Girls' Club: Allied, for up to $48,474 in excess rehab funds to be transferred toward construction of the new Club facility and related development.
-      Kuumba Renaissance Center registry, until March 31, 2005; for up to  $2,542 due to delayed approvals and a late start in 2004;
-      Madison Development Corporation, up to $400,000 for its Milwaukee Street housing development due to delays in City approval discussions regarding access tot eh site from Milwaukee Street and the coordination of Madison plans with the Town of Blooming Grove.
NOTE:      The proposals describing the above projects and the CDBG Commission recommendation are available on file in the Council Office and in the CDBG Office. For the information of the Common Council, the following previously approved projects would be extended into the year 2005, because they were approved since April 2004, were approved for a longer term contract or had committed capital funds through a subcontract to accomplish the project:
