The proposed resolution approves an intergovernmental agreement with Dane County for Type III Hazardous Materials Team Response Services to be provided by the Madison Fire Department (MFD). The contract term will be effective January 1, 2026 with automatic, annual renewals until written non-renewal is provided by either party. Compensation from Dane County includes $39,000 to support operational costs and up to $10,000 in equipment costs. Response services will be provided with current MFD staffing and resources. No additional city appropriation is required.

Authorizing an intergovernmental agreement between the County of Dane and the City of Madison for the Madison Fire Department to provide Type III Hazardous Materials Team response services.
Body
WHEREAS, Dane County Emergency Management has an agreement with the City of Madison for the Madison Fire Department (MFD) to provide Type III hazardous materials response that expires on December 31, 2025;
WHEREAS, Dane County Emergency Management and MFD wish to continue to with an agreement for Type III hazardous materials response;
WHEREAS, the new contract term will be effective January 1, 2026 with automatic renewals on an annual basis unless notice of non-renewal is provided in writing by either party at least 60 days prior to the expiration date;
WHEREAS, Dane County will compensate the City of Madison $39,000 annually for these services;
WHEREAS, Dane County will also reimburse the City of Madison for purchased equipment of no less than $8,500 and no more than $10,000 under the provisions of the EPCRA Computer and HazMat Response Equipment Grant as administered by Wisconsin Emergency Management;
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to sign an agreement between the County of Dane, Wisconsin and the City of Madison, Wisconsin for the Madison Fire Department to provide Type III hazardous materials response services, effective January 1, 2026, and for Dane County Emergency Management to compensate the City of Madison Fire Department for such services;
BE IT FURTHER RESOLVED, the Madison Fire Chief is authorized to sign annual contract renewals after review and approval by the City Attorney and City Risk Manager.
