Fiscal Note
The 2008 Adopted Capital Budget contains funding for the Lisa Link Peace Park. Project #17, "Lisa Link Peace Park Renovation", authorizes $650,000 of TID #32 cash as well as $350,000 of private fundraising (see pages 295 and 349). In addition, 2008 Capital Project #5 "Parks Facility Improvements" (page 292) contains $50,000 of General Obligation Debt reauthorized from 2007 Capital Project #6 "Parks Facility Improvements" (see 2007 Adopted Capital Budget, page 274).

To authorize the Mayor and City Clerk to enter into a $135,000 contract with Ken Saiki Design, Inc. for professional design services for the improvement of Elizabeth Link Peace Park, and increasing the budget authorization by $35,000. (AD #8)

[Preamble
In 2004 the Common Council adopted the Conceptual Master Plan for the redevelopment of Elizabeth Link Peace Park. This followed a two-year process by an Advisory Committee, which concluded with a consensus recommendation to adopt the Plan. Some significant aspects of the design are: a performance amphitheatre; small building with Welcome Center, storage and restrooms; paths and walkways; lighting, utilities and irrigation; grass, trees and flowers. Implementation of the plan was delayed due to the phasing of the State Street improvements, and consideration of redevelopment plans for the Buckeye Parking Lot.
The adopted 2007 Capital Budget included $50,000 for a consultant to prepare plans and specifications for the park landscape project. The adopted 2008 Capital Budget inlcudes $650,000 of TIF funding and $350,000 of other funding (donations for the building) for construction.
Pursuant to City Ordinances and Policies, the Parks Division advertised for consultant qualifications, interviewed candidates, and recommended that the contract be awarded to Ken Saiki Design, Inc. After selection of Saiki, the Friends of Lisa Link Peace Park (FLLPP) organized and affiliated with the Madison Parks Foundation. The FLLPP requested that the project be delayed to allow for fundraising to complete the Welcome Center building in the same project as the landscape elements. The FLLPP has provided a commitment letter to fundraise $350,000 for construction of the Welcome Center, and has donated $35,000 toward the architect's costs. Saiki has submitted a revised proposal for the park and building design for $135,000. This can be funded with $35,000 in donations, $50,000 in Capital 2007, and $50,000 in TIF.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into a $135,000 contract with Ken Saiki Design, Inc. for professional design services for the improvement of Elizabeth Link Peace Park.
BE IT FURTHER RESOLVED that all such agreements shall be in a form approved by the Risk Manager and the City Attorney.
AND BE IT FINALLY RESOLVED that the project authorization be increased by the $35,000 donated for architectural services.
