DRAFTER'S ANALYSIS:  This ordinance will permit alternate members of the Monona Terrace Board to serve as the Board representative on the Monona Terrace Event Booking Executive Advisory Committee.

The Common Council of the City of Madison do hereby ordain as follows:
 
1.      Subdivision (a) entitled "Alternates" of Subsection (1) entitled "Monona Terrace Board; Composition, Terms" of Section 3.19 entitled "Monona Terrace Community And Convention Center Board" of the Madison General Ordinances is amended to read as follows:
 
"(a)      Alternates. The mayor and county executive may each appoint one alternate member, for three year terms ending on May 1. The alternate appointed by the mayor shall be entitled to vote at Board meetings only when one or more of the other mayoral appointees is absent and the alternate appointed by the county executive shall be entitled to vote at Board meetings only when one or more of the other county executive appointees is absent. Alternates may serve as the Board representative on the Monona Terrace Event Booking Assistance Executive Committee and on Board committees of the board and shall have full voting rights while thus serving at all times in committee. An alternate may serve as an officer of a committee but may not serve as an officer of the bBoard. Alternates shall be entitled to attend all bBoard meetings and participate in all bBoard discussions but shall not be included when determining whether a quorum of the bBoard exists unless eligible to vote at the meeting. An alternate shall continue to serve until her or his successor is appointed and confirmed."
 
2.      Subsection (9) entitled "Hiring of Director" of Section 3.19 entitled "Monona Terrace Community And Convention Center Board" of the Madison General Ordinances is amended to read as follows:
 
"(9)      Hiring of Director. The Board shall constitute or appoint a search committee for the position of Director of Monona Terrace and shall recommend three to five candidates to the City's Mayor for his or her consideration for appointment as the director. The Mayor shall submit the names to an oral interview panel for recommendation of a final selection. The oral panel shall consist of the Exposition Alliant Energy Center Director, a member of the Monona Terrace Board and three persons to be named by theMayor. Prior to making the final selection, the Mayor shall meet with the Board to review the selection of the successful candidate. In addition, the Board shall review and recommend approval to the City's Common Council of any employment contract with the Director. Board concurrence shall be required in any nonrenewal or termination of the Director's employment."
 
3.      Subsection (10) entitled "Establishing Position of Director" of Section 3.19 entitled "Monona Terrace Community And Convention Center Board" of the Madison General Ordinances is amended to read as follows:
 
"(10)      Establishing Position of Director. There is hereby created the position of Director of Monona Terrace. The Director shall be selected as provided in Subsection (10) (9) above and shall be subject to Section 3.38(6)(f) of these ordinances. The Director shall be responsible for operational management of Monona Terrace and be the appointing authority for all other Monona Terrace employees."
 
4.      Subsection (13) entitled "Establishing Position of Director" of Section 3.19 entitled "Monona Terrace Community And Convention Center Board" of the Madison General Ordinances is amended to read as follows:
 
"(13)      Joint Services with Exposition Alliant Energy Center. The Board shall participate in joint services with the Alliant Energy Center of Dane County Exposition Center whenever and wherever it determines the same to be economically feasible and in the best interests of both parties, including utilization of those County services identified in paragraph 29 of the Agreement. The Board shall at least annually issue a report analyzing opportunities for increasing efficiency through joint services and operations, together with the Board's decisions thereon."
