I hereby submit, for your consideration and approval, the following resident committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the Mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
BOARD OF PARK COMMISSIONERS
BETHANY S.C. ALWA (15th A.D.) - appoint to the remainder of a five-year term to the position of Adult City Resident succeeding Michelle R.S. Probst. Bethany Alwa is a reading interventionist with the Madison Metropolitan School District. In addition, she has earned certificates in Land Restoration and Wisconsin Master Naturalist trainings.

PATRICK M. HASBURGH (12th A.D.) - appoint to the remainder of a five-year term to the position of Adult City Resident succeeding Catie McDonald. Patrick Hasburgh is the owner of D & S Bait Tackle & Fly Shop. He was a founding member of the Madison Skatepark Fund and is a member of Wild Warner, Warner Park Lagoon Restoration Coalition and the Yahara Fishing Club.

EQUAL OPPORTUNITIES COMMISSION
DAVID A. ALBINO (12th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident succeeding Katriel Tan Williams. David Albino is a bureau director with the Wisconsin Department of Transportation. He serves on the State of Wisconsin Group Insurance Board. He is a former City of Madison Parks employee and has focused his career on public service.

*EVELYN CRUZ, Sun Prairie - appoint to the remainder of a three-year term to the position of Adult City Resident succeeding Corinda Rainey-Moore.
TERM EXPIRES: 4-18-2028
Rationale: Evelyn Cruz is the Esperanza Director for Centro Hispano of Dane County. She has worked extensively on programs to positively impact public health and equity outcomes. She has volunteered with numerous organizations and has work experience in affirmative action and civil rights compliance.
SISTER CITY COLLABORATION COMMITTEE
Per MGO 33.33(3) - “Because resident participation of the Sister City Collaboration Committee goes beyond the boundaries of the City, up to twenty-five percent (25%) of appointees to the committee may be non-residents of Madison without the need for a two-thirds (2/3) vote of the Council for confirmation.”
JAMES R. LETOURNEAU (20th A.D.) - appoint to a three-year term to the position of Sister City Representative succeeding Frank Alfano. Jim LeTourneau is a member of the Madison Italian Workmen’s Club Council and will represent the Madison-Mantova sister city committee.

JOSEPHINE OYAMA-MILLER, Monona, 53716 - reappoint to a three-year term to the position of Sister City Representative. First appointed 2-1-2011.

CAROLYN GANTNER (18th A.D.) - reappoint to a three-year term to the position of Sister City Representative. First appointed 2-1-2011.
