Fiscal Note
The proposed resolution approves a five year contract between the Wisconsin Department of Military Affairs (DMA) and the Madison Fire Department (MFD) to establish the parameters for cooperative support between DMA and MFD in the provision of EMS services at the Dane County Regional Airport and Truax Field. The City of Madison has contracted with DMA to allow Truax Fire Department to participate under the approved City of Madison Fire Department emergency medical services plan since July 2004. DMA will reimburse MFD for medical direction services, training, equipment and expendable products. DMA will be responsible for any and all costs associated with DMA employee salaries and benefits. The agreement is for five years with annual renewals. The fiscal impact for 2021 is $20,000 in revenue paid to the Fire Department. If the contract is renewed through 2025, the revenue over five years will be $106,000.

Authorizing the Mayor and City Clerk to execute a five year contract with the Wisconsin Department of Military Affairs for the Fire Department to provide services to support the provision of emergency medical services at Dane County Regional Airport and Truax field.
Body
The Wisconsin Department of Military Affairs (DMA), which operates the Truax Fire Department located at Truax Field, City of Madison, Wisconsin. The City of Madison, Wisconsin, a municipal corporation, which operates the City of Madison Fire Department (MFD).
The City of Madison has contracted with DMA to allow Truax Fire Department to participate under the approved City of Madison Fire Department emergency medical services plan. This agreement with the Wisconsin Department of Military Affairs first started on July 12, 2004-Resolution No. 61645. This agreement is for calendar year 2021-2025.
Both the Wisconsin Department of Military Affairs and the Fire Department wish to continue this cooperative agreement and Integration into Emergency Medical Service Plan. MFD has an approved Emergency Medical Services Plan under §146.55(2) of the Wisconsin Statutes to conduct an emergency medical service program using emergency medical technicians - paramedics for the delivery of emergency medical care to sick, disabled or injured individuals at the scene of an emergency and during transport to a hospital. MFD agrees to integrate the EMTs and First Responder employees of the DMA Truax Fire Department into the MFD emergency medical service plan. DMA agrees and understands that it will not transport sick, disabled or injured individuals at or from the scene of an emergency.
DMA agrees that Truax Fire Department will conduct at its own expense quarterly skills training and validation for its employees integrated into the Plan. MFD will offer education and instruction for designated train-the-trainers appointed by Truax Fire Department to become eligible to conduct skills training and validation. This training will be available to DMA Truax Fire Department employees under the established MFD training schedule.
WHEREAS, the City and Wisconsin Department of Military Affairs wish to continue this cooperative agreement.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Clerk are authorized to execute an agreement between the City of Madison and Wisconsin Department of Military Affairs for the Fire Department provision of services to support the emergency medical services program at the Dane County Regional Airport and Truax Field.
BE IT STILL FURTHER RESOLVED, that the Fire Chief is authorized to sign annual contract extensions after review by the City Attorney for the years 2022-2025.
