Authorizing the Mayor, City Clerk and Chief of Police to accept the FY 2009 Recovery Act:  Edward Byrne Memorial Justice Assistance Grant (JAG) award in the amount of $907,829 and to utilize these funds to support several law enforcement initiatives.
Body
WHEREAS, as part of the landmark American Recovery and Reinvestment Act of 2009, the U.S. Department of Justice through the Office of Justice Programs, designated the City of Madison to receive a formula Justice Assistance Grant (JAG) award; and,
 
WHEREAS, the terms of the grant require that Dane County, the City of Fitchburg, the Town of Madison, the City of Middleton, the City of Monona, the City of Sun Prairie, the City of Verona and the City of Madison submit a joint application under one agency; and,
 
WHEREAS, in April, 2009 Mayor Dave Cieslewicz, County Executive Kathleen Falk, Mayor Thomas Clauder, Chairperson James Campbell, Mayor Kurt Sonnentag, Mayor Robb Kahl, Mayor Joe Chase and Mayor John Hochkammer signed a Memorandum of Agreement regarding a proposed plan for the allocation and administration of any funds awarded; and,
 
WHEREAS, under the terms of the grant, a copy of this Memorandum of Agreement regarding the proposed allocation of funding was circulated to all City of Madison alderpersons in April 2009; and,
 
WHEREAS, a public hearing was convened on April 6, 2009 with no comment.
 
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $907,829 from the Office of Justice Programs, Bureau of Justice Assistance and to sign required grant documents; and,
 
BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1) The Dane County Sheriff's Office will receive a total of $43,357.  These funds will be used for the purchase of supplies and equipment, and toward the cost of a Grants Administrator. (SG41-55510 = $41,623; SG41-51110 = $1,254; SG41-52000 = $480)  
 
2) The Fitchburg Police Department will receive a total of $52,666.  These funds will be used for the purchase of a police vehicle, and supplies and equipment.  Funding will also be utilized to support the Safe Harbor victim services program, and toward the cost of a Grants Administrator.  (SG41-55510 = $4,500; SG41-54901 = $4,500; SG41-58610 = $30,559; SG41-58599 = $11,000; SG41-51110 = $1,523; SG41-52000 = $584)
 
3) The Town of Madison Police Department will receive a total of $42,559.  These funds will be used to purchase supplies and equipment, and toward the cost of a Grants Administrator.  (SG41-58530 = $29,000; SG41-58599 = $6,795; SG41-55156 = $3,190; SG41-55155 = $1,872; SG41-51110 = $1,231; SG41-52000 = $471)
 
4) The Middleton Police Department will receive a total of $13,832.  These funds will be used to purchase supplies and equipment, and toward the cost of a Grants Administrator.  (SG41-55510 = $13,279; SG41-51110 = $400; SG41-52000 = $153)
 
5) The Monona Police Department will receive a total of $11,438.  These funds will be used to purchase supplies and equipment, and toward the cost of a Grants Administrator.  (SG41-58599 = $5,600; SG41-55510 = $5,380; SG41-51110 = $331; SG41-52000 = $127)
 
6) The Sun Prairie Police Department will receive a total of $28,993.  These funds will be used toward the cost of a police squad car, to support Safe Harbor victim services, and toward the cost of a Grants Administrator.  (SG41-58610 = $25,033; SG41-54901 = $2,800; SG41-51110 = $839; SG41-52000 = $321)
 
7) The Verona Police Department will receive a total of $11,172.  These funds will be used to purchase supplies and equipment, and towards the cost of a Grants Administrator.  (SG41-58599 = $6,062; SG41-55510 = $4,663; SG41-51110 = $323; SG41-52000 = $124)
 
8)  The Madison Police Department will receive a total of $703,812.  These funds will be used as follows:
A.      $432,000 for the purchase and equipping of nine squad cars.  (SG41-58610)
B.   $9,183 for the purchase and/or equipping of one detective vehicle.  (SG41-58610)
C.   $120,000 for the purchase of initial issue supplies, equipment and medical evaluations for 20 new officer positions requested through COPS hiring grants (SG41-55510)
D.   $1,000 for the purchase of a computer for the Grants Administrator.  (SG41-55155)
E.   $35,300 for Domestic Abuse Services to provide information and assistance to victims of domestic abuse.  (SG41-54901)
F.   $25,600 for Youth Services of Southern Wisconsin to continue the youth court programs implement in the Allied and Southwest Madison neighborhoods (SG41-54901)
G.  $14,800 for Dane County TimeBank to continue the youth court program implemented in the South neighborhood.  (SG41-54901)
H.   $65,929 for salary and benefits for 1.0 LTE Grants Administrator.  (Note: A portion of the salary and benefits cost for this position is pro-rated to each agency receiving funding under this grant award.)  (SG41-51110 = $47,671; SG41-52000 = $18,258)
 
BE IT FURTHER RESOLVED that a 1.0 LTE Grants Administrator position be listed within the permanent salary detail of the Year 2009 Police Department Operating Budget.  This position will be classified in compensation group 18, range 6.
 
BE IT FINALLY RESOLVED that the Comptroller and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds, and to enter into contracts as needed to implement the programs listed in this resolution.
