Fiscal Note

The proposed resolution authorizes the Mayor and City Clerk to enter into a 6-year contract for Purchase of Services with Engberg Anderson, Inc. for professional architectural and engineering design services and construction administration services for the design and construction of the South District Police Station and Property & Evidence Facility at an estimated cost of $2,443,800.

 

The contract scope is separated into two parts. Funding the Part #1 ($1,436,804) is authorized under existing budget authority from the 2025 Adopted Police Department Capital Budget (Munis #17044). Part #1 scope includes the predesign phase, schematic design phase, design development phase, and 50% of the construction document phase. Funding for Part #2 ($1,006,996) shall be contingent on and subject to future appropriations included in the 2027 Adopted Capital Improvement Plan (CIP). Part #2 scope includes remaining 50% of the construction document phase, bidding phase, construction administration phase, and warranty phase. The 2026 Adopted CIP includes $42,500,000 in funding for the South District Police Station Property & Evidence Facility planned in 2027.

Body

WHEREAS the 2025 Capital Budget includes funding for the South District Police Station and Property & Evidence Facility, an Architect and Engineer consultant team must be hired to design this project; and,

 

WHEREAS the total compensation for architectural and engineering design services for Engberg Anderson, Inc. is $2,443,800; and,

 

WHEREAS The project will co-locate and combine a new South District Police Station along with a new centralized Property & Evidence Storage Facility into one site location; and

 

WHEREAS The newly constructed facility will replace multiple property and evidence storage locations throughout the city, and it will replace the existing South District Police Station on Hughes Place; and,

 

WHEREAS The goal of the project is to consolidate services into a single site that provides a fully functional South District station, as well as additional office space, property storage, impounded vehicle and abandoned bicycle storage, forensic services, a large vehicle processing area, and safe, convenient customer access; and,

 

WHEREAS This project is part of the planned South Park Street and West Badger Road Redevelopment in South Madison; and,

 

WHEREAS The existing south district police station on Hughes Place will become a site for housing development; and,

 

WHEREAS the Engineering Division requires consulting services in order to complete the Pre-Design, Schematic Design, Design Development, Construction Documents, Bidding, Construction Administration, and Warranty phases of the project; and,

 

WHEREAS, Engberg Anderson, Inc. has been selected through a “Request for Proposals” process (RFP #: 14030-0-2025-BP), and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and,

 

WHEREAS, an evaluation team administered by the Purchasing Division and consisting of relevant Madison Police Department staff and City Engineering staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including skill, past performance, local vendor preference, and references; interviewed finalists and Engberg Anderson, Inc. was selected through this qualification process; and,

 

WHEREAS the scope of this project shall include architectural/engineering services that will achieve at a minimum LEED Certification-Silver per Madison Legislative File #07453 following the U.S. Green Building Council’s LEED for New Construction and Major Renovations (LEED-NC v.4) Rating System; and,


WHEREAS, the contract scope is being split into Part #1 and Part #2 to align with the expected timeframe of work completed and available budget authorization; and,

 

WHEREAS, the Part #1 scope includes the predesign phase, schematic design phase, design development phase, and 50% of the construction document phase for a total of $1,436,804; and,


WHEREAS, the Part #2 scope includes remaining 50% of the construction document phase, bidding phase, construction administration phase, and warranty phase for a total of $1,006,996; and,

 

NOW THEREFORE BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) in a form to be approved by the City Attorney, with Engberg Anderson, Inc. to provide professional architectural and engineering design services and construction administration services for Part #1 of the South District Police Station and Property & Evidence Facility located at 2120 Fish Hatchery Rd.

 

BE IT FURTHER RESOLVED, upon adoption of necessary budget authority, the Mayor and City Clerk are authorized to sign amendments with Engberg Anderson, Inc. for Part #2.
