Fiscal Note

The proposed resolution authorizes a contract for Safe Routes to School planning. The contract price is not to exceed $149,919. The contract will be mostly funded from a Transportation Alternative Program grant of $130,000 included in the 2022 capital budget. The remaining portion will be funded from existing borrowing authority within Traffic Engineering’s Traffic Safety Infrastructure capital program.

Body

PREAMBLE

The City of Madison endeavors to provide its citizens of all ages and abilities with a robust, sustainable, multi-modal transportation system, including a major emphasis on safety, walking and biking.  The City is committed to ensuring the safety of children especially as they travel to school and encouraging more families to choose walking and biking as a healthy transportation option.

 

WHEREAS, Traffic Engineering Division submitted an application for Federal funds under the WisDOT 2022-2023 Bipartisan Infrastructure Law Supplemental Transportation Alternatives Program (TAP) and approved the State/Municipal Agreement and the 2022 Adopted Capital Budget amendment by resolution RES-22-00664, File ID 73498, on 9/22//2022 by the Common Council, and;

 

WHEREAS, the scope of services for the consultant will include project management, engagement, creation of a Safe Routes to School framework, in-depth travel safety planning at six schools, recommendations to mitigate unusually hazardous busing designation, and creation of a final plan; and;

 

WHEREAS, an evaluation of the three proposals obtained through the federal qualifications based procurement process and subsequent interviews found that Toole Design Group, LLC was the most qualified for this project and;

 

WHEREAS, the term of the contract shall end December 31, 2025, and the contract price shall not exceed $149,919.08;

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute the Three Party Design Engineering Services Contract between the City of Madison, Toole Design Group, LLC, and the State of Wisconsin Department of Transportation for Safe Routes to School Planning (Project Agreement 1009-22-14) authorized for federal grant funding through the Transportation Alternatives Program (TAP).
