Fiscal Note
The proposed resolution authorizes an agreement with the City of Fitchburg for two traffic signal and control installation projects: McKee Road and CTH MM & Lacy Road. The total cost for both projects is $200,000 (McKee Road=$50k and CTH MM & Lacy Road-$150k). As proposed both projects will be fully funded by the City of Fitchburg. The 2020 Adopted Capital Budget included $50,000 for the McKee Road project but does not include appropriation for the CTH MM & Lacy Road project. This resolution amends the 2020 Adopted Capital Budget to increase the appropriation for the Traffic Signal Installation program by $150,000, this appropriation will be fully funded by a payment from the City of Fitchburg.
Any ongoing operating costs associated with maintaining these signals will be funded by payments from the City of Fitchburg.

WHEREAS, Traffic Engineering would require an additional total of $150,000.00 in other government funding budget authority to fund the installation of traffic control signals at the intersection of CTH MM & Lacy Rd; and
WHEREAS, Section 66.0301, Wisconsin Statutes, authorizes cities, villages, towns, counties, and other public agencies to enter into agreements for the receipt or furnishing of services or the joint exercise of any power or duty required or authorized by law; and,
WHEREAS, a key recommendation of the Madison Area Transportation Planning Board’s Regional Transportation Plan 2050 is to build a well-connected network of regional roadways to accommodate future growth and efficiently distribute traffic within the WHEREAS, Section 66.0301, Wisconsin Statutes, authorizes cities, villages, towns, counties, and other public agencies to enter into agreements for the receipt or furnishing of services or the joint exercise of any power or duty required or authorized by law; and,
WHEREAS, a key recommendation of the Madison Area Transportation Planning Board’s Regional Transportation Plan 2050 is to build a well-connected network of regional roadways to accommodate future growth and efficiently distribute traffic within the Madison Urban Area; and,
WHEREAS, Madison cannot effectively manage its own traffic without recognizing the impacts on its roadways from regional transportation; and,
WHEREAS, over time, Madison’s Traffic Engineering Division staff has developed local expertise in the installation and operation of traffic control signals and related equipment, and street lighting systems, and over time have been relied upon to assist other local municipalities in the installation, operation and maintenance of this equipment to ensure that the regional transportation network is properly functioning; and,
WHEREAS, it is in Madison’s interest, as way of strengthening and protecting the regional transportation network, to continue to work with our municipal neighbors to provide certain traffic engineering services, including the installation, maintenance and operation of traffic control signals and street lights, provided that the City is fully reimbursed for these costs; and,
WHEREAS, a capital improvement project along McKee Road from Commerce Parkway to Seminole Highway is currently ongoing in Fitchburg, and as part of this project Fitchburg agrees that it is desirable that replacement traffic signal controller cabinets for the intersections of McKee Road & Commerce Parkway and McKee Road & Seminole Highway be procured and installed by Madison, as well as a reconfigured traffic signal controller cabinet for the McKee Road & Marketplace intersection installed by Madison to improve traffic flow and promote safety (the “McKee Road Improvements”); and,
WHEREAS, another capital improvement project at the intersection of CTH MM & Lacy Road is currently ongoing in Fitchburg, and as part of this project Fitchburg agrees that it is desirable that new traffic control signals and street lights be procured and installed at the intersection of CTH MM & Lacy Road by Madison to improve traffic flow and promote safety (“Lacy Road Improvements”); and,
WHEREAS, Madison is agreeable to performing the Lacy Road and McKee Road Improvements, provided that its costs related to this work is fully reimbursed as provided for in this Agreement; and,
WHEREAS, the Parties expect to enter into a separate agreement regarding Madison’s ongoing maintenance and operation of the traffic signals and street lights that are the subject of this Agreement.
NOW, THEREFORE, BE IT RESOLVED, that the 2020 Adopted Capital Budget is amended to appropriate $150,000 within the Traffic Infrastructure program for the CTH MM & Lacy Road project, this appropriation will be fully funded by a payment from the City of Fitchburg; and,
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to execute an agreement with the City of Fitchburg for the Lacy Road and McKee Road Improvements, in a format that is approved by the City Attorney and that is consistent with the agreement that attached and incorporated hereto.
