Fiscal Note
The proposed resolution amends the Water Utility's 2017 capital budget by transferring $50,000 of existing revenue bond funding from the Unit Well #8 Reconstruction project (MUNIS #10944) to the Unit Well 12 Converstion project (MUNIS #10452) to provide for the project's design costs. The resolution also authorizes the adjustment to the existing professional services contract with SEH, Inc. to accomodate the cost of the work for professional engineering services for design and construction of the upgrade of Unit Well 12.

Title
Amending the Water Utility's adopted 2017 Capital Budget to transfer $50,000 of revenue bond funding from the Unit Well #8 Reconstruction project to the Well 12 Conversion project for the redesign of the Upgrade of Unit Well 12, and authorizing the Mayor and the City Clerk to execute an amendment to the Professional Services Agreement with SEH, Inc. for pre-design planning, public participation support, the preparation of final construction drawings and specifications, permitting, bidding, and construction administration for the redesign of the Upgrade of Unit Well 12.
Body
WHEREAS, in 2006, Madison Water Utility had a Master Plan developed which recommended that Unit Well 12 be converted to a two-zone well that can allow for operational flexibility and reliability to the west side supply system between Pressure Zones 7 and 8; and
WHEREAS, Madison Water Utility contracted with SEH, Inc. for this work, and later amended this contract to include a scope of services that completely rebuilds the Unit Well 12 facility in lieu of modifying the existing facility; and
WHEREAS, due to changes to additional parts of the scope of work under this amended contract, as well as 2016 Capital Budget limitations, SEH, Inc. and Madison Water Utility agreed to delay final design and bidding of the Unit Well 12 project until late 2017, which is more than an additional year beyond the current contract’s schedule; and
WHEREAS, SEH, Inc. anticipates additional design changes and startup costs, as well as changes to rates of design and bidding services over the course this additional contract time;
WHEREAS, Madison Water Utility has negotiated a revised scope and budget with SEH, Inc. to accommodate the new project designs and timeline;
NOW THEREFORE BE IT RESOLVED that the Common Council authorizes the reallocation of up to $50,000 in funds within the 2017 capital budget of the Water Utility to the Upgrade of Unit Well 12; and
BE IT FURTHER RESOLVED that the Common Council hereby amends the 2017 Adopted Capital Budget, as articulated in this Resolution’s Fiscal Note; and
BE IT FURTHER RESOLVED that the Mayor and the City Clerk are authorized to execute an amendment to the Professional Services Agreement, not to exceed an additional $50,000, with SEH, Inc. for facility design; permitting; public participation support; preparation of drawings and specifications; bidding services; and construction administration services for the design and construction of the Upgrade of Unit Well 12; and
BE IT FINALLY RESOLVED that amendments that do not exceed the Madison Water Utility's approved capital budget or the scope of the Upgrade of Unit Well 12 project as authorized by the Common Council may be executed by the Water Utility General Manager and City Finance Director and/or designee, and counter executed by SEH, Inc.
