Repealing and recreating Section 33.32 of the Madison General Ordinances to eliminate the the Joint West Campus Area Committee and the Joint Southeast Campus Area Committee and create the Joint Campus Area Committee.

DRAFTER'S ANALYSIS: This ordinance eliminates the Joint West Campus Area Committee and the Joint Southeast Campus Area Committee and creates the Joint Campus Area Committee, thus consolidating two committees into one.
The Joint Campus Area Committee will consist of 19 voting member and 1 non-voting member. It will be comprised of representatives from the City of Madison, University of Wisconsin-Madison, Associated Students of Madison, UW Hospitals and Clinics, and the Village of Shorewood Hills.
The purpose of the committee will be to, among other things, provide feedback to the UW-Madison Design Review Board required by Sec. 28.097(7), MGO, for projects taking place within the area of campus zoned Campus Institutional (CI) as detailed in the UW-Madison Campus Master Plan, which was adopted by city ordinance ORD-17-00074.

The Common Council of the City of Madison do hereby ordain as follows:
Section 33.32 entitled “Joint Campus Area Committees” of the Madison General Ordinances is hereby repealed and recreated to read as follows:
“33.32 JOINT CAMPUS AREA COMMITTEE.”
(1) Creation. There is hereby created a Joint Campus Area Committee consisting of nineteen (19) voting members and one (1) non-voting member.
(2) Composition.
(a) The following members shall be appointed by the City of Madison: Common Council members representing Districts 4, 5, 8, and 13; one (1) resident representative each from the Greenbush, Vilas, and Regent neighborhoods; one (1) resident representative from Capitol Neighborhoods or the State-Langdon Neighborhood; one (1) member of the Plan Commission; and one (1) member of a transportation-related City committee. The Plan Commission member, transportation-related committee member, and each neighborhood resident representative shall be appointed by the Mayor subject to confirmation by the Common Council. Additionally, the District 13 Common Council member shall be a non-voting member.
(b) The following members shall be appointed by the UW-Madison: one (1) Special Assistant to the Chancellor; one (1) representative from Facilities Planning and Management; one (1) representative from Transportation Services; one (1) representative from the Athletic Department; one (1) representative from University Housing; and one (1) representative from the School of Medicine and Public Health.
(c) Associated Students of Madison shall appoint one (1) representative.
(d) UW Health shall appoint one (1) representative.
(e) The Shorewood Hills Village Board President shall appoint two (2) representatives.
(3) Terms of Appointees.
(a) Common Council members shall serve for as long as they represent their district;
(b) Neighborhood resident representatives shall serve for three (3) years and may be reappointed;
(c) Plan Commission and transportation-related committee appointees shall serve for as long as they are a member of the respective commission or committee they represent.
(d) All other members shall serve at the pleasure of the appointing body.
(4) Committee Representative on UW-Madison Design Review Board (DRB). One City of Madison appointee unaffiliated with the UW-Madison shall be appointed to the DRB established by the University of Wisconsin-Madison Campus Master Plan adopted by City ordinance ORD-17-00074 to meet the standards established under Section 28.097.
(5) Powers and Duties. The Committee shall:
(a) Provide feedback on UW-Madison projects to the DRB established under the UW-Madison Campus Master Plan at the thirty-five percent (35%) and sixty percent (60%) stages of the project planning/design process for projects within Campus-Institutional (CI) zoned areas. Other informational presentations may be made to the Committee at other stages of project development.
(b) Identify, discuss, and summarize community-wide and neighborhood impact of UW Madison infrastructure and development projects, city/village-initiated infrastructure and development projects, and private sector development projects inside the campus boundary and within a quarter mile of the campus boundary. When relevant, make recommendations on whether a project should be approved and/or recommend strategies to mitigate negative impacts to applicable City, Village, or UW-Madison committee(s), commission(s), or other governing bodies.
(c) Summarize city/village, UW-Madison, and neighborhood comments concerning current and planned pedestrian networks, bicycle routes, vehicular traffic, traffic analyses, parking, and transit service, and provide those comments to relevant governmental bodies.
(d) Review and provide comments to the appropriate City of Madison or Village of Shorewood Hills committee(s)/commission(s) on development projects, rezoning requests, and Planned Development alterations that are inside the UW-Madison Campus boundary but not covered under Campus-Institutional zoning.”

The Committee will consist of 23 members: three ex-officio alders representing districts 5, 11 and 13; a mayoral representative; a representative from the following associations: Greenbush, Vilas, Dudgeon-Monroe, Sunset Village, and Regent; a member of the Plan Commission; and a member of a transportation-related committee. The UW-Madison will be represented by a Special Assistant to the Chancellor, a representative from Facilities and Planning, UW Transportation Committee, Division of Housing, School of Medicine, School of Engineering, UW Hospital, School of Nursing and an ASM representative. The Village of Shorewood Hills will be represented by its village administrator or designee, its Village Board president or designee and one additional member selected by the Village Board.
(b) The Committee shall
1. Facilitate participation in planning activities affecting the campus community, the City of Madison, the Village of Shorewood Hills and the surrounding neighborhoods of the campus area west of Park Street, including Greenbush, Vilas, Dudgeon-Monroe and Regent;
2. Identify community-wide and neighborhood impact of campus initiated, city/village-related and private sector development projects in the west campus area;
3. Discuss and summarize comments on university, city/village and private development plans, environmental impact/assessment statements, and traffic analysis;
4. Summarize city/village, campus and neighborhood comments that enhance existing commercial, university and residential areas and street, transit and bicycle/pedestrian systems in the west campus area (west of Park Street); and
5. Time permitting and where appropriate, forward appropriate summary of JWCAC comments on development projects to the appropriate City of Madison committee (e.g., Plan Commission, Urban Design, Transit and Parking Commission, Alcohol License Review Committee, Downtown Coordinating Committee and Pedestrian/Bicycle/Motor Vehicle Commission) and to the appropriate Village of Shorewood Hills committee(s)
(2) Joint Southeast Campus Area Committee.
(a) There is hereby created a Joint Southeast Campus Area Committee. The Committee will consist of 21 members: the alders representing districts 2, 4, 8, and 13; the Mayor or designee (co-chair); a representative from the following associations: Capitol Neighborhoods, State Street-Langdon Neighborhood, the Brittingham area, a State Street organization, Greenbush Neighborhood, Plan Commission, Pedestrian Bicycle Motor Vehicle Commission, and Transit and Parking Commission. The UW-Madison members shall include the Special Assistant to the Chancellor (co-chair), a representative from Facilities Planning and Management, UW-Madison Transportation Committee, UW-Madison Arts Institute, UW-Athletic Department, Wisconsin Union, ASM, and the Division of University Housing.
(b) The Committee shall
1. Facilitate participation in planning activities affecting the campus community, the City of Madison and the surrounding neighborhoods of the southeast campus area east of Park Street;
2. Identify community-wide and neighborhood impacts of campus initiated, City-related and private sector development projects in the southeast campus area;
3. Discuss and summarize comments on university, City and private development plans, environmental impact/assessment statements, and traffic analysis;
4. Summarize City, campus and neighborhood comments that enhance existing commercial, university and residential areas, and street, transit and bicycle/pedestrian systems in the southeast campus area east of Park Street; and
5. Time permitting and where appropriate, forward appropriate summary JSECAC comments on development projects to the appropriate City of Madison committee (e.g., Plan Commission, Urban Design, Transit and Parking Commission, Alcohol License Review Committee, Downtown Coordinating Committee and Pedestrian/Bicycle/Motor Vehicle Commission)."
