Fiscal Note

The proposed resolution authorizes an agreement with Madison Gas & Electric to participate in the Electric Vehicle Fleet Pilot 1. Reduced rates under the five-year program are anticipated to save Metro Transit up to $597,000 in costs associated with bus charging.

Authorizing the Mayor and City Clerk to Execute an Agreement with Madison Gas & Electric (MGE) relating to electricity rates for electric bus charging.

Body

WHEREAS, Madison Gas and Electric Company was authorized by the Public Service Commission to offer services under Electric Vehicle Fleet Pilot 1 schedule from January 1, 2021 through December 31, 2031; and,

 

WHEREAS, the Electric Vehicle Fleet Pilot schedule reduces electricity demand charges for electric vehicle chargers that serve commercial electric vehicle fleets; and

 

WHEREAS, the Common Council adopted RES-19-00267 which set the goal of reaching 100% renewable energy and net zero carbon emissions for City operations by 2030 and community-wide by 2050; and,

 

WHEREAS, in August 2024, the Common Council adopted RES-24-00518, which adopted the Sustainability Plan Update and directed staff to implement the recommendations in the plan; and,

 

WHEREAS, Goal 9 in the Sustainability Plan is to reduce greenhouse gas emissions from City vehicles and equipment 90% by 2030 from 2018 baseline.; and, 

 

WHEREAS, Madison Metro has a fleet of 62 all-electric buses, which eliminate tailpipe emissions of greenhouse gases and other harmful air pollution; and,

 

WHEREAS,  participating in the Electric Vehicle Fleet Pilot 1 will result in significant utility cost savings for the City of Madison by reducing demand charges for a period of 5 years.

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council finds that it is in the City’s and the public’s interest to contract with Madison Gas and Electric Company to participate in the Electric Vehicle Fleet Pilot 1 schedule,

 

BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement and sign related documentation in a form approved by the City Attorney with Madison Gas and Electric Company for the purpose of setting rates and conditions for participating in the Electric Vehicle Fleet Pilot 1 schedule for a term up of to 5 years.
