BOH RESOLUTION #2018-31 AUTHORIZATION TO ENTER INTO PURCHASE OF SERVICE AGREEMENTS WITH THE DANE COUNTY HUMANE SOCIETY FOR THE PROVISION OF STRAY/ABANDONED ANIMAL SERVICES AND IMPOUND/RABIES SERVICES

Public Health-Madison and Dane County (PHMDC) has the authority and obligation to enforce several Wisconsin Statutes, as well as Dane County Code of Ordinances and Madison General Ordinances related to crimes against animals, animal control, and animal care. Since 2008, Dane County Department of Administration has contracted with the Dane County Humane Society (DCHS) on behalf of PHMDC for the provision of stray and abandoned animal services as well as impound and rabies services.
PHMDC proposes entering into two purchase of service agreements directly with DCHS from January 1, 2019 - December 31, 2019, with the option of four annual renewal terms. Under the first agreement, DCHS would provide the care, treatment, and humane disposal of stray and abandoned animals located within the geographic limits of Dane County including within the jurisdiction of the City of Madison on a fee-for-service basis. The proposed fee schedule includes a $70.00 fee for the admission of a stray/abandoned animal (dog, cat, or other animal not communally housed), and daily animal care services of $17.00 per dog per day and $13.50 per cat per day, among others. The fee schedule outlined in this agreement is comparable to the previous contract between Dane County and DCHS for similar services.
The second purchase of services agreement pertains to the the care, treatment, and humane disposal of impounded animals seized within the geographic limits of Dane County by humane officers and/or law enforcement personnel, and the delivery of rabies-related services for stray, abandoned, impounded, and wild animals located within the geographic limits of Dane County and known to have bitten a person or believed to be afflicted by or exposed to the rabies virus on a fee-for-service basis. The proposed fee schedule includes 10-day isolation for rabies, veterinary monitoring and observation of $19.00 per dog or cat per day, among others. The fee schedule outlined in this agreement is comparable to the previous contract between Dane County and DCHS for similar services.
NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County, authorizes the Director to sign two purchase of service agreements with the Dane County Humane Society for 1) the provision of stray/abandoned animal services and 2) impound/rabies services and authorizes the Director to sign annual renewals of the agreements for the subsequent four years.
